The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br /> <br />Item No: 5.C. <br />Meeting Date: December 8, 2025 <br />Type of Business: Consent Agenda <br />Administrator Review ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 10178, Authorizing a Cost-of-Living Adjustment, Insurance <br />Contribution, and Insurance Opt-Out Payment <br /> Introduction: <br />Historically the City Council has awarded the same Cost-of-Living Adjustment (COLA) and benefits <br />contribution to all employee groups to maintain internal equity. The City contribution toward benefits is built <br />on a formula which is based on the percentage increase in the health insurance premium. Health insurance <br />premiums came back as an overall rate increase of 8.5%. The formula calls for a $30 increase per month <br />in the City’s contribution. Currently, the City gives employees electing family health insurance coverage <br />$225 per month, and $200 per month for those who elect single health insurance coverage, towards their <br />Health Savings Plan and the City offers employees who opt-out of health insurance $320 per month, <br />provided they can prove insurance coverage from their spouse. <br /> Discussion: <br />Exhibit A represents the 2026 wages for non-union staff. All positions will receive at minimum a 4.00% <br />COLA wage increase, which is consistent with the union groups, this includes part-time and seasonal staff <br />employed in 2025 and continuing employment into 2026. Benefit eligible employees will receive a monthly <br />insurance contribution of $1,305, and a $6 increase in the opt-out amount to $326. Employees electing <br />health insurance will continue to receive a monthly contribution towards their Health Savings Plan for plan <br />year 2026: $250 per month for family coverage (a $25 increase from 2025) the amount is in addition to the <br />City contribution of $1,305; and $200 per month for single coverage, this amount comes from the City <br />contribution of $1,305. <br /> Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work.
