<br />Item No: 5.D. <br />Meeting Date: December 9, 2025 <br />Type of Business: Consent Agenda <br />Administrator Review ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 10179, Approving Retirement Health Savings <br />Plan Policy Revisions <br /> <br />Introduction: <br />The City of Mounds View provides its employees with a Retirement Health Savings Plan (RHSP) pursuant <br />to Internal Revenue code regulations through a third-party administrator. Every three years when labor <br />negotiations occur, non-union staff gather to revisit the Retirement Health Savings Plan Policy and consider <br />possible changes for the upcoming years. Exempt employees are requesting to contribute two percent (2%) <br />per payroll period toward the RHSP. <br /> <br />Discussion: <br />Attached is the non-union Retirement Health Savings Plan with revised Section 2.11 of the Mounds View <br />Personnel Manual. This revision was requested by employees in the non-union exempt group. Add the <br />following: <br /> <br />D: In addition to the provisions listed in Section A, Exempt employees shall contribute two percent (2%) of <br />their salary per payroll period toward the RHSP, and in addition, upon separation from the City, employees <br />who have completed two (2) or more years of service and leave City employment in good standing shall <br />contribute 100% of accrued vacation compensation to the RHSP. <br /> <br />Strategic Plan Strategy/Goal: <br />This addresses your goal to update personnel policies to provide competitive benefits and employee <br />retention. <br /> <br />Financial Impact: <br />None, contributions are made from the employees’ pre-tax payroll. <br /> <br />Recommendation: <br />Staff recommend approval of Resolution 10179, Approving Retirement Health Savings Plan Policy <br />Revisions. <br /> <br />Respectfully submitted, <br /> _______________________ <br />Rayla Sue Ewald <br />Human Resource Director <br /> <br />Attachment(s): <br />1) Resolution NO. 10179 Approving Retirement Health Savings Plan Policy Revisions
