Mounds View City Council November 24, 2025 <br />Regular Meeting Page 3 <br /> <br />Tony Presiado, 8217 Long Lake Road, addressed the Council regarding the abatement process. He 1 <br />supported the community being a part of the solution versus being part of the problem. He believed 2 <br />it was in poor taste that the Council supported abating a property in Mounds View because this 3 <br />came at a cost and could force a homeowner out of their home. He noted he spoke with Jeremiah 4 <br />about the assistance he could provide with this situation and noted he never heard back from 5 <br />Jeremiah or Don. He supported residents of Mounds View being a part of the solution going 6 <br />forward. 7 <br /> 8 <br />Mayor Lindstrom thanked all of the members of the community that showed up to help with the 9 <br />abatement work. He explained he also thanked the regional manager at Ace Solid Waste for 10 <br />donating a dumpster to assist the City with the cleanup efforts. He explained Ace may be willing 11 <br />to donate another dumpster to assist with the cleanup of this property. 12 <br /> 13 <br />8. COUNCIL BUSINESS 14 <br />A. Resolution 10169, Approving the H/J Law Firm to Provide 2026 Prosecutorial 15 <br />Services for the City of Mounds View Police Department. 16 <br /> 17 <br />Police Chief Zender requested the Council approve an agreement with H/J Law Firm to provide 18 <br />2026 Prosecutorial Services for the City of Mounds View Police Department. He noted the initial 19 <br />agreement began in 2017 and has continued since that time. He commented on the proposed rate 20 <br />adjustment noting this adjustment was well overdue. He commented further on the proposed 21 <br />agreement and recommended approval. 22 <br /> 23 <br />MOTION/SECOND: Meehlhause/Gunn. PUBLIC HEARING: Introduction and First Reading of Ordinance 1050 30 <br />Amending the City of Mounds View Charter by Revising Language Related to 31 <br />Vacancies in Elected Office. 32 <br /> 33 <br />City Administrator Zikmund requested the Council introduce an Ordinance that would amend the 34 <br />Mounds View City Charter by revising language related to vacancies in elected office. He 35 <br />commented on the history of this matter and recommended the ordinance be introduced. 36 <br /> 37 <br />Council Member Meehlhause clarified the appointment would be temporary until an election can 38 <br />be held to fill the vacancy. 39 <br /> 40 <br />Mayor Lindstrom opened the public hearing at 6:33 p.m. 41 <br /> 42 <br />Brian Amundson, 3048 Woodale Drive, explained the Charter Commission recognized that it 43 <br />becomes a problem when there were only four people on the City Council. He discussed how the 44 <br />Charter Commission set about plans for two different vacancy scenarios, one being less than 365 45 <br />days and the other being over 365 days.
