<br />Item No: 5.E. <br />Meeting Date: December 9, 2025 <br />Type of Business: Consent Agenda <br />Administrator Review ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 10181, Approving Minnesota Paid Leave Policy <br />for the Personnel Manual <br /> <br />Introduction: <br />The Minnesota Paid Leave Law goes into effect January 1, 2026, and will provide financial support and job <br />protection for workers needing to take time off for medical reasons or to care for a family member. <br /> <br />Discussion: <br />Attached is the Minnesota Paid Leave (MNPL) Policy, crafted by Kennedy & Graven. The policy will be <br />located within the City’s personnel manual. The HR Committee supports the policy. <br /> <br />Strategic Plan Strategy/Goal: <br />This addresses the Council goal to update personnel policies to provide competitive benefits and <br />employee retention. <br /> <br />Financial Impact: <br />The benefit cost will be paid 50% by the employee and 50% by the City. The City has budgeted for the <br />amount in 2026.
