Mounds View City Council November 24, 2025 <br />Regular Meeting Page 6 <br /> <br /> 1 <br />MOTION/SECOND: Gunn/Clark. To Waive the Second Reading and Adoption of Ordinance 2 <br />1051, Rezoning the Property at 2716 Hillview Road from R-1(Single Family Residential) to R-4 3 <br />(Multi Family Residential). 4 <br /> 5 <br />Council Member Meehlhause asked if there were single family residential homes in Mounds View 6 <br />that were rented. Assistant City Administrator Beeman reported the City had quite a few single-7 <br />family rental homes. 8 <br /> 9 <br />Mayor Lindstrom questioned if this was the first developer that had come forward with a project 10 <br />that lived in Mounds View. Assistant City Administrator Beeman stated this was the first project 11 <br />since his time with the City, which was for the past eleven and a half years. 12 <br /> 13 <br />ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. 14 <br /> 15 <br /> Ayes – 5 Nays – 0 Motion carried. 16 <br /> 17 <br />D. Introduction and First Reading of Ordinance 1052, Amending the Mounds 18 <br />View City Code, Chapter 121, Cannabis and Hemp Businesses. 19 <br /> 20 <br />City Administrator Zikmund requested the Council introduce an Ordinance that would amend the 21 <br />Mounds View City Code regarding cannabis and hemp businesses addressing the hours of 22 <br />operation. 23 <br /> 24 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the First Reading and Introduce Ordinance 25 <br />1052, Amending the Mounds View City Code, Chapter 121, Cannabis and Hemp Businesses. 26 <br /> 27 <br />Mayor Lindstrom stated the City Council had limited control over the sale of cannabis within the 28 <br />City. He indicated the City could only license the use and the State controls the licensing. 29 <br /> 30 <br />Council Member Clark asked if the City could restrict drive-thru sales for cannabis retailers. 31 <br /> 32 <br />Mayor Lindstrom requested the City Attorney investigate this further. 33 <br /> 34 <br /> Ayes – 5 Nays – 0 Motion carried. 35 <br /> 36 <br />E. Approving Resolution 10175, A Resolution Relating to the Issuance of Conduit 37 <br />Revenue Bonds to Finance the Costs of a Multifamily Housing Development 38 <br />Under Minnesota Statutes, Chapter 462C; Granting Preliminary Approval 39 <br />Thereto; Establishing Compliance with Certain Reimbursement Regulations 40 <br />Under the Internal Revenue Code of 1986, as Amended; and Taking Certain 41 <br />Other Actions with Respect Thereto (Silver Lake Pointe Project). 42 <br /> 43 <br />Finance Director Bauman requested the Council adopt a Resolution relating to the issuance of 44 <br />conduit revenue bonds to finance the costs of a multi-family housing development, granting 45 <br />preliminary approval, establishing compliance with certain reimbursement regulations under IRS 46
