Recommendation: <br />1. Staff is recommending an increase in Rental License rates for single-family and duplex <br />rentals. <br />2. Additionally, staff is requesting the Council provide policy direction on enactment of an <br />Ordinance that will eliminate the requirement City utility billing to be current prior to <br />issuing a Rental Dwelling license as delinquent utility bills are certified to property <br />taxes. <br />3.
