RESOLUTION NO. 10198 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING AGREEMENTS WITH NORTHEAST YOUTH AND <br />FAMILY SERVICES AND AUTHORIZING FUNDS <br />WHEREAS, Northeast Youth and Family Services (NYFS) is a nonprofit <br />organization governed by a board composed of Partner Cities, Partner School Districts, <br />a Police Chief representing the cities utilizing the Public Safety Mental Health Advocate <br />program, and community members; and <br />WHEREAS, the City of Mounds View is one of the founding partner cities and <br />school districts that established NYFS in 1976; and <br />WHEREAS, NYFS provides counseling, support, and related services to <br />residents within our community; and <br />WHEREAS, in 2021, the City implemented a program to support law <br />enforcement by providing specialized services for individuals who have interacted with <br />the Police Department and are experiencing mental health challenges; and <br />WHEREAS, NYFS services have proven to be both highly effective and <br />cost-efficient; and <br />WHEREAS, City staff is presenting two agreements with NYFS for 2026, as <br />follows: <br />1. Mental Health Services for residents — $33,119.04 (Exhibit A) <br />2. Professional Services for the Public Safety Advocate — $31,061.52 (Exhibit B) <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Mounds View hereby approves the agreements with Northeast Youth and Family <br />Services and authorizes the appropriation of $64,180.56 for services in 2026. <br />Adopted this 12th day of January, 2026. <br />ATTEST - <br />Nyle ikmu d, City Administrator <br />(SEAL) <br />i 7� � i�t�; l v�rc;h�c� ou�ntunur <br />
