RESOLUTION 10199 <br />PAGE 2 <br />Findings of Fact for Approval <br />1. The parcel with the address 2408 Mounds View Boulevard (Parcel ID 083023230004) is currently <br />owned by Mounds View Professional Properties LLC. <br />2. 2408 Mounds View Boulevard is within the O'Neil Property PUD, the agreement for which was <br />approved by the City Council on 5/11/1998. <br />3. The applicant proposes to amend the PUD Agreement for the O'Neil Property PUD. <br />4. Based on the Mounds View 2040 Comprehensive Plan, the site is guided as 'Mixed Use'. The <br />proposed changes keep the site commercial in use, and would be consistent with the site's <br />designation in the comprehensive plan. <br />5. The applicant's property is part of a PUD (O'Neil Property PUD), which allows a variety of uses <br />and development types. Beyond the PUD, a variety of uses surround the site. Allowing <br />commercial uses on the applicant's property would be consistent with previous use of the <br />property, and would be consistent with the development pattern surrounding the site. <br />6. Based on the plans submitted by the Applicant, the proposed uses would be operating during <br />normal working hours. This would be consistent with previous uses on the property and would not <br />depreciate the surrounding area. <br />7. Neighboring areas consist of institutional and commercial areas north of Mounds View Boulevard, <br />commercial development to the east, commercial and multifamily development to the west, and <br />single-family development to the south. Continuing to have commercial uses on the applicant's <br />property would be consistent with the previous use of the property and would not negatively <br />impact neighboring properties. <br />8. The proposed use is unique, and would appear to be the first of its kind in the city. The applicant's <br />proposed project would appear to satisfy an underserved market.
