The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br /> <br />Item No: 5.C. <br />Meeting Date: January 26, 2026 <br />Type of Business: Consent Agenda <br />Administrator Review ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 10204, LELS 204, Police Patrol and Investigators, <br />Memorandum of Understanding, Multi-Language Pay <br /> <br />Introduction: <br />Council approved a three-year Labor Agreement with the Law Enforcement Labor Services Local <br />204 Police Patrol and Investigators for 2026 – 2028 on October 14, 2025. Additionally, Council <br />approved a three-year Labor Agreement with the Law Enforcement Labor Services Local 232 <br />Sergeants at the same time. The Sergeants received a multi-language incentive pay during their <br />negotiation process. <br /> <br />Discussion: <br />During negotiation discussions, the HR Committee agreed to give both the Sergeant and <br />Police/Investigator Unions multi-language incentive pay. Staff inadvertently missed this item <br />during the final preparation of the LELS 204 Police Patrol and Investigators 2026 - 2028 Labor <br />Contract. <br /> <br />MULTI-LANGUAGE PAY: <br />Police Officers that can display a proficiency in a language other than English will be paid a $100 <br />per month stipend, limited to two Police Officers. To maintain the stipend, retesting will occur <br />every two years. <br /> <br />Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br /> <br />Financial Impact: <br />$2,200. <br /> <br />Recommendation: <br />Staff recommend approval of Resolution 10204, LELS 204, Police Patrol and Investigators, <br />Memorandum of Understanding, Multi-Language Pay. <br /> _________________________ <br />Rayla Sue Ewald <br />Human Resources Coordinator
