MEMORANDUM OF UNDERSTANDING <br />LELS 204 – PATROL AND INVESTIGATORS <br />Multi-Language Pay <br /> <br />This memorandum of understanding is made between the City of Mounds View (“City”) and the Law Enforcement <br />Labor Services, Inc., Local #204 (“Union”). <br /> <br />WHEREAS, the City and Union are parties to a 2026 - 2028 collective bargaining agreement; and <br /> <br />WHEREAS, during the term of this agreement, up to two (2) police officers or investigators who are tested and <br />determined to be proficient in speaking a language, other than English, by a paid instructor of the City’s choice, will <br />be compensated an additional $100 stipend per month; and <br /> <br />WHEREAS, Officers will be required to retest their multi-language skill every two years to continue receiving the $100 <br />per month stipend; and <br /> <br />WHEREAS, Officers are encouraged to learn multiple languages, however will be paid a $100 maximum language <br />stipend. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT the parties agree to the policy as follows: <br /> <br />MULTI-LANGUAGE PAY: <br />Police Officers that can display a proficiency in speaking a language other than English will be paid a $100 per month <br />stipend, limited to two Police Officers or Investigators.
