Mounds View City Council February 2, 2026 <br />Special Meeting Page 3 <br /> <br />directions from the federal government would trump the actions of local government in this <br />situation. <br /> <br />City Administrator Zikmund explained the City Attorney works for the City Council. He noted he <br />would work with the City Council and City Attorney in order to bring this item back to a meeting <br />where all individuals could be in attendance. <br /> <br />Rosemary Lansing, 8310 Pleasant View Drive, explained she was concerned with the proposed <br />Ordinance and how police officers would be impacted in the community. <br /> <br />Acting Mayor Gunn closed the meeting for public comments. <br /> <br />Acting Mayor Gunn explained the Council would further discuss this Ordinance at a future City <br />Council meeting. <br /> <br />Council Member Clark commented on the amount of time and feedback she provided to the Mayor <br />and City Administrator regarding this Ordinance. <br /> <br />Council Member Smith indicated she had spoken to other city mayors regarding this Ordinance <br />and to learn about how other communities were addressing this concern. She noted on Friday <br />morning she attended a discussion at Betty McCullom’s office with 49 other elected officials. She <br />reported there were things that she did not like seeing and indicated the Council was working <br />through the best way to proceed. <br /> <br />Police Chief Zender addressed the comments made by Debra Sorano noting Ms. Sorano reached <br />out to him six to eight months ago and he had a conversation with her. He reported there were <br />things that local police were able to do and things local police could not do. He indicated he did <br />not want it to appear that the Mounds View Police Department did not care. He stated the notion <br />that Mounds View police officers would not stand up for human rights was not true. <br /> <br />5.
