Resolution 10215 <br />Page 2 <br />c. An additional seven (7) feet of right-of-way (ROW) shall be dedicated to Ramsey County <br />for County Road I (the north lot line of proposed Lot 1) in order for the ROW to conform <br />with the Ramsey County Major Street Plan. <br />2. Fees in lieu of park land dedications, as required in Section 158.060 and 158.061 of the city code <br />shall be made to the city prior to or upon approval of the final plat of the proposed subdivision <br />Suite Living of Mounds View. <br />3. The applicant and city shall enter into a Development Agreement for the proposed subdivision. <br />4. The final plat of the proposed subdivision Suite Living of Mounds View shall be approved and <br />recorded within one year of approval of the preliminary plat by City Council. <br />5. Proposed development on proposed Lot 2 shall adhere to requirements of the Department of <br />Public Works, per the memorandum dated 1/9/2026. <br />6. The applicant shall acquire all other applicable local, County, State, and Federal permits and <br />approvals for the proposed subdivision. <br />7. The applicant shall adhere to applicable local, County, State, and Federal requirements for the <br />proposed subdivision. <br />8. The applicant shall pay all fees and escrows associated with this request, less any fees and <br />escrows agreed to be waived as per the direction of the City Council as adopted on 12/9/2026. <br />Findings of Fact for Approval <br />1. The property of 7687 Long Lake Road (Parcel ID 083023220038) is owned by Free Life Family <br />Worship Center, and is currently legally described as THE WEST 388.50 FEET OF THAT PART <br />OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 8, <br />TOWNSHIP 30, RANGE 23 LYING NORTH OF THE NORTH LINE OF THE SOUTH 15 ACRES <br />THEREOF, RAMSEY COUNTY, MINNESOTA. <br />2. The applicants, on behalf of the property owner, propose to subdivide the property into two <br />parcels, proposed as Lot 1 and Lot 2. Lot 1 is proposed to be 2.770 acres in size, and Lot 2 is <br />proposed to be 3.581 acres in size, as shown on the proposed preliminary plat of Suite Living of <br />Mounds View. <br />3. The property is currently zoned as `Single -Family Residential' (R-1), and is within the County <br />Road 10 Corridor Overlay District. Both of the proposed lots meet the minimum dimensional <br />requirements of the R-1 zone. <br />4. The applicant, on behalf of the property owner is proposing to amend the future land use map <br />and rezone the proposed Lot 2 to 'Planned Unit Development (PUD)' in order to develop the site <br />into a 'senior housing' development. <br />5.
