City Council Staff Report
2/23/2026 – Future Land Use Amendment, Rezoning, and Preliminary Plat
7687 Long Lake Road
Page 5

The Mounds View Vision
A Thriving Desirable Community
Placing the proposed development closer to the north and west lot lines would help preserve the
wetland and the land around the wetland and would align with the purpose and intent of the
PUD development option.

Figure 2: Excerpt of proposed site plan. The left-hand side of the above image is north.
Compatibility with Zoning and Land Use
The subject parcel is surrounded by a mix of uses, zoning, and future land use designations, as
noted in Table 2. The proposed rezoning from R-1 (Single-Family Residential) to PUD would
appear to be compatible with the existing zoning designations and land uses in the immediate
vicinity. The proposed development of senior housing would be a welcome addition to the mix of
uses present in this portion of the city, and would be consistent with the Mounds View Square
Redevelopment Study cited earlier in this report.
