City Council Staff Report <br />2/23/2026 – Future Land Use Amendment, Rezoning, and Preliminary Plat <br />7687 Long Lake Road <br />Page 7 <br /> <br /> <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br />Rezoning Criteria <br />The Planning and Zoning Commission shall consider possible adverse effects of the proposed <br />amendment or conditional use. Its judgment shall be based upon (but not limited to) the <br />following factors according to Section 160.450: <br />(1) Relationship to Municipal Comprehensive Plan; <br />Based on the Mounds View 2040 Comprehensive Plan, the proposed rezoning from R-1 to PUD <br />is consistent with several key goals and policies, including: <br />1. Land Use Policy Goal 5 - Amend the Future Land Use Map and/or Zoning Map to <br />support changes when found that the proposed designation will not significantly create <br />adverse impacts to the surrounding neighborhood or community. <br />2. Housing Policy Goal 3 - Support a mix of housing types reflective of the needs and <br />desires of the community. <br />Rezoning the proposed Lot 2 to PUD to allow for a senior housing development supports <br />housing diversity, promotes infill development, and aligns with the applicant’s requested <br />amendment to guide the site as ‘mixed-use’. The project contributes to the City’s long-term <br />vision for balanced residential growth and land use compatibility in this area of the city, as <br />identified in the recent Mounds View Square Redevelopment Study. <br />(2) The geographical area involved; <br />The subject parcel is in an area that presently includes a mix of residential, institutional, and <br />commercial uses. The site is well-served by existing public infrastructure. Based on the <br />submitted plans, the proposed PUD is compatible for the location, compliments the surrounding <br />neighborhood, and meets the purpose and intent of the PUD chapter of the city’s zoning code. <br />(3) Whether the use will tend to or actually depreciate the area in which it is proposed; <br />Based on the plans submitted by the applicant, the proposed development is not expected to <br />depreciate the value of surrounding properties. The design and scale of the project are <br />compatible with adjacent uses, and the introduction of new, senior housing may enhance <br />neighborhood stability and appeal. Any development on the property is subject to plan review to <br />ensure compliance with city code. <br />(4) The character of the surrounding area; and <br />The surrounding area includes multi-family developments, institutional uses, and commercial <br />developments. The proposed PUD zoning and development on the site will fit with the existing <br />variety of uses and character of the neighborhood, while offering a different housing type to <br />meet the needs of the community. <br />(5) The demonstrated need for the use. <br />There is a demonstrated need for additional senior housing options within the City of Mounds <br />View. The 2023 Mounds View Square Redevelopment Study identified a need. The project for
