ORDINANCE 1055 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE REZONING THE PROPERTY AT 7687 LONG LAKE ROAD (PARCEL ID <br />083023220038) FROM R-1 (SINGLE FAMILY RESIDENTIAL) TO ‘PUD’ (PLANNED UNIT <br />DEVELOPMENT) <br /> <br />The City of Mounds View Ordains: <br /> <br />Section 1. Background; authority. <br />1.01. The City of Mounds View (“City”) has adopted a zoning ordinance pursuant to the authority <br />granted by the Municipal Planning Act. M.S. §§ 462.351 to 462.365, inclusive, as they may <br />be amended from time to time. <br />1.02. Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the process <br />and requirements for amending the zoning map. <br /> <br />Section 2. Request to rezone. <br />2.01. Jeremy Larson of Hampton Companies, LLC (on behalf of the property owner Free Life <br />Family Worship Center) has applied with the city to rezone the property of 7687 Long Lake <br />Road (Parcel ID 083023220038), legally described as: <br /> <br />THE WEST 388.50 FEET OF THAT PART OF THE NORTHWEST QUARTER OF THE <br />NORTHWEST QUARTER OF SECTION 8, TOWNSHIP 30, RANGE 23 LYING NORTH <br />OF THE NORTH LINE OF THE SOUTH 15 ACRES THEREOF, RAMSEY COUNTY, <br />MINNESOTA <br /> <br />2.02. The proposed rezoning would amend the zoning of Lot 2 (as shown on the proposed <br />preliminary plat of Suite Living of Mounds View prepared by Civil Site Group and dated <br />1/8/2026) from ‘R-1’ to ‘PUD’. <br /> <br />Section 3. Notice, decision, and findings. <br />3.01. Having received the request from the applicant to rezone the Property described in <br />Section 2, the City published notice of the rezoning request in the official newspaper on <br />February 4th, 2025, and mailed notice of a public hearing to surrounding property owners <br />within 500 feet. <br />3.02. A public hearing was held on February 18, 2026, by the Mounds View Planning <br />Commission, and all persons desiring to be heard with reference to the rezoning were <br />heard at said public hearing. The staff report of the City Planner dated 2/18/2026 is hereby <br />incorporated by reference.
