The proposed Mixed Use future land use designation is appropriate for the site given its <br />size, location, and surrounding context, and it allows for the integration of residential and <br />supportive community-serving uses. Senior housing is a low-impact residential use that <br />aligns with the goals of the Comprehensive Plan by providing housing options for an aging <br />population while maintaining compatibility with surrounding land uses. <br />Planned Unit Development – Purpose and Intent (Section 160.315) <br />The proposed development is planned as a Senior Housing Planned Unit Development <br />(PUD) and is intended to meet the purpose and intent of Planned Unit Developments as <br />outlined in Section 160.315 of the City Code. The PUD approach allows for flexibility in site <br />design, building placement, and architectural treatment while ensuring high-quality <br />development that is compatible with surrounding properties <br />The proposed PUD advances the intent of the ordinance by: <br />Encouraging innovative and efficient site planning. <br />Providing a coordinated and unified development with high architectural and landscape <br />standards. <br />Preserving and enhancing natural features and existing buffers. <br />Creating a development that is compatible with adjacent uses while minimizing potential <br />impacts related to traffic, noise, and lighting. <br />The project utilizes a cohesive site plan and building design that promotes pedestrian <br />safety, efficient circulation, and a residential-scale appearance appropriate for a senior <br />living environment. <br />Compliance with Planned Unit Development Criteria (Section 160.318) <br />The proposed development plan meets the review criteria set forth in Section 160.318 of <br />the City Code. Specifically: <br />The project is consistent with the City’s Comprehensive Plan as amended and supports the <br />goal of providing diverse housing options. <br />The development is compatible with surrounding land uses and is designed to minimize <br />impacts through buffering, landscaping, and building orientation. <br />Adequate access, parking, utilities, stormwater management, and public services can be <br />provided. <br />The project will not be detrimental to public health, safety, or general welfare.
