The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 8E <br />Meeting Date: February 23, 2026 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 10218 and Ordinance 1056, Stewardship of <br />Municipal Resources <br /> <br /> <br /> <br />Introduction: <br />Recent Federal Government immigration enforcement activities have caused varying <br />levels of stress and concern among citizens/residents throughout the nation, State of <br />Minnesota, and the City of Mounds View. <br /> <br />Background: <br />Immigration reform has been a hot national political topic for more than a decade with <br />the current administration’s efforts more visible and disruptive to Mounds View residents <br />than any time in recent past. <br /> <br />Discussion: <br />Communities across the nation, state, and the City of Mounds View have experienced <br />various degrees of impact. Public protesting, public comment at council meetings, and <br />widespread media coverage are the new normal. <br /> <br />The City of Mounds View, by motion at their February 2, 2026, Special Council meeting <br />approved filing of an Amicus Brief to CASE 0:26-cv-00190-KMM-DJF – State of <br />Minnesota, City of Minneapolis, and City of St. Paul against the Federal Government. <br />Lauderdale and Richfield similarly joined as have others. <br /> <br />Further, council has discussed immigration enforcement to some degree at all recent <br />council meetings/workshops, with residents speaking at most. The Mayor has also held <br />listening sessions, in addition to his weekly coffee sessions with more than 40 total <br />residents attending. <br /> <br />Resolution 10218 provides history and values while Ordinance 1056, Stewardship of <br />Municipal Resources guides the use of public property/municipal resources. <br />Enforcement of the ordinance occurs at the administrative level. Anyone can report a <br />concern/violation to the Office of the City Administrator who will conduct and <br />investigation which will be forwarded to the City Attorneys office or resolution. <br /> <br /> <br /> <br /> <br /> <br />Item 08G <br />Page 2
