The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 8F <br />Meeting Date: February 23, 2026 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 10217, Approving up to $25,000 for Emergency <br />Food Shelf Support to Manna Market <br /> <br /> <br /> <br />Introduction: <br />The Federal Government shutdown disrupted the flow of SNAP benefits in the fall of <br />2025 to residents across the nation. This has resulted in challenging circumstances for <br />many fiscally distressed communities. Further, recent federal immigration enforcement <br />has caused some residents to change behavior; not leaving their homes, attending <br />school, work; or other activities. <br /> <br />Background: <br />Manna Market is a food ministry that operates out of Substance Church and has been <br />working with the city since November to supply boxed food for drive thru food <br />distribution that takes place at the Mounds View Community Center. <br /> <br />The current agreement expires at the end of February. Additional funding is needed to <br />continue with options thru August or to the end of the year. <br /> <br />MN Statute 465.039 Gifts to Organizations Distributing Food allows the governing body <br />of a county, of a home rule charter or statutory city, or of a town may appropriate money <br />each year out of its general fund, … to nonprofit organizations operating community <br />food shelves that provide food to the needy without charge. <br /> <br />Manna Market meets the statutory definition. <br /> <br /> <br />Discussion: <br />Mayor, CM Clark and Administrator Zikmund met with leadership of Manna Market on <br />Monday, February 16, 2026. They are committed to continuing the program and will <br />continue to supply “boxed food” to the Community Center where community volunteers <br />can distribute. We are waiting final pricing which staff is to receive no later than Monday, <br />February 23, 2026. <br /> <br /> <br /> <br /> <br /> <br /> <br />Item 08F <br />Page 2
