<br />Item No: 5C <br />Meeting Date:2/23/2026 <br />Type of Business: Consent Agenda <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Ben Zender, Chief of Police <br />Item Title/Subject: Resolution 10212, Approving the Subscription Renewal for <br />Flock Services to include License Plate Readers and <br />Software. <br /> <br />Introduction: <br /> <br />The Mounds View Police Department wants to maintain a safe City by reducing and <br />deterring crime through enforcement, education, and outreach. With that said, improved <br />technology plays a very important role in order to deter, detect, and solve crimes. <br /> <br />Discussion: <br /> <br />The Flock Safety ALPR System is a deployment of cameras throughout an area to <br />provide greater coverage and more detailed information for law enforcement. The Flock <br />program includes 10 cameras which are spread throughout the City in high crime areas. <br />Flockās cameras capture date, time, location, license plate (state, partial, paper, and no <br />plate) as well as vehicle details (type and color). <br /> <br />Flock Safety presented staff with a desirable approach to deploying ALPR cameras <br />throughout the community. Unlike other fixed or mobile ALPR devices, the Flock system <br />provides the ability to cover more area of the city with system maintenance provided by <br />the vendor rather than City staff. The Flock program is an all-inclusive model for <br />deploying the APLR cameras. Flock Safety is the sole manufacturer and developer of <br />the Flock Safety Camera. <br /> <br />The key benefits of Flock are that they charge an annual flat rate per camera of $3,000, <br />which is wireless, free of infrastructure setup, and has the option for solar or direct <br />power. They also include a two-year warranty, Criminal Justice Information Services <br />(CJIS) compliant cloud-based hosting, unlimited user licenses, ongoing <br />software enhancements, camera setup, mounting, shipping, handling, and a cellular <br />connection. The Flock program prevents the City from being burdened with maintaining <br />costly equipment at the end of the agreement, which could require replacement. <br /> <br />Mounds View City Council approved Resolution 9823 on November 27, 2023 approving <br />the two-year subscription for Flock Safety Services for the City. Shortly thereafter, the <br />Flock cameras began to be installed throughout the City. Over the past two years, this <br />investment has produced numerous positive outcomes to include increased traffic <br />enforcement, locating and recovering stolen vehicles, locating missing people, arresting <br />individuals with warrants, solving crimes, and providing investigative leads in cases. It <br />has also served as a deterrent over this two-year period. Flock advertises that they <br />have seen a reduction in crime in cities that utilize the Flock Safety cameras. Mounds <br />View PD has experienced similar reduction in crime. MVPD has also created a Flock <br />Transparency Portal on our website to assist with transparency and awareness.
