<br /> <br />RESOLUTION NO. 10212 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />APPROVING THE SUBSCRIPTION RENEWAL FOR FLOCK SERVICES TO <br />INCLUDE LICENSE PLATE READERS AND SOFTWARE <br /> <br />WHEREAS, the Mounds View PD wants to continue to invest in technology in <br />order to deter, detect, and solve crimes and; <br /> <br />WHEREAS, Flock Safety presented staff with a desirable approach to deploying <br />ALPR cameras throughout the community, and; <br /> <br />WHEREAS, the Flock program includes 10 cameras which have been spread <br />throughout the City in high crime areas, and; <br /> <br />WHEREAS, the key benefits of Flock are that they charge an annual flat rate per <br />camera of $3,000, which is wireless, free of infrastructure setup, and has the option for <br />solar or direct power, and; <br /> <br />WHEREAS, the Mounds View PD has deployed mobile ALPRs in the past; <br />however, these devices have reached their end of life and are no longer in service; and; <br /> <br />WHEREAS, Flock includes a two-year warranty, Criminal Justice Information <br />Services (CJIS) compliant cloud-based hosting, unlimited user licenses, ongoing <br />software enhancements, camera setup, mounting, shipping, handling, and a cellular <br />connection, and; <br /> <br />WHEREAS, Over the past two years, this investment has produced numerous <br />positive outcomes to include traffic enforcement, locating and recovering stolen <br />vehicles, locating missing people, arresting individuals with warrants, solving crimes, <br />identifying and investigating leads in cases, and a deterrent over this two-year period. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Mounds View, Ramsey County, Minnesota to approve the subscription renewal for <br />Flock services to include license plate readers and software in the amount of $60,000 <br />for 24 months from Account 100-4200-5100 (technology and maintenance agreements). <br /> <br />Adopted this 23th day of February 2026. <br /> <br /> <br /> ____________________________________ <br /> Zach Lindstrom, Mayor <br /> <br />ATTEST: <br /> ____________________________________ <br /> Nyle Zikmund, City Administrator <br /> <br />(seal)
