<br /> <br />2025 Annual Report—Neighborhood Resource Officer <br /> <br />In 2025, the NRO responded to 626 calls for service. Throughout the year, the NRO <br />maintained full-time patrol duties while also fulfilling NRO-specific responsibilities due to <br />staffing levels. The NRO participated in approximately 30 community outreach events. <br />Cases specific to the NRO include investigations referred from Ramsey County Child <br />Protection and Adult Protection regarding the maltreatment of children and vulnerable <br />adults and updating and maintaining records of the predatory offenders in the City of <br />Mounds View. <br />The Mounds View Police Department continues to work individually with landlords <br />through the Crime Free Multi-Housing Apartment Landlord Coalition. The NRO issued <br />no strike letters to property managers regarding violations and disturbances at their <br />properties. Calls for service were reviewed for potential strike letters but were resolved <br />without the need to issue them. The NRO also continues to support Mounds View Code <br />Enforcement with both new and ongoing property management issues. <br />The NRO continues to collaborate with Northeast Youth and Family Services (NYFS) to <br />provide mental health counseling and community support for residents in need. In 2025, <br />the NRO worked with NYFS on 13 new referral cases, as well as several ongoing cases <br />from the previous year. These referrals primarily focused on mental health and housing <br />assistance. The NRO also continued partnering with Ramsey County Social Services to <br />facilitate referrals to the Parent Support Outreach Program as needed. <br />The NRO actively monitors the predatory offender registry in Mounds View. In 2025, 13 <br />calls for service were related to interactions with predatory offenders. In addition to <br />meeting with registered offenders, the NRO reviews convictions and informs offenders if <br />they are in violation of city ordinances. The NRO investigates offenders that become <br />non-compliant, and if possible, work with the offender to ensure the issue is resolved. <br />All non-compliance issues stemmed from yearly information packets not being returned <br />in the time frame allowed by the Minnesota Bureau of Criminal Apprehension. There are <br />two current non-compliant offenders with addresses listed in Mounds View. Both <br />individuals are believed to be living out of the state / not in the immediate area. <br />The NRO continued to attend various trainings throughout the year, including a <br />weeklong Crime Scene Investigation course hosted by the Burnsville Police <br />Department. The NRO is also an instructor for training to re-certify officers on Taser and <br />in First Aid. The NRO assisted with those training courses throughout the year. <br />The NRO assisted with numerous community outreach events throughout the year and <br />coordinated demonstration requests with K9 Officers. Additionally, the NRO engaged <br />with various apartment complexes and senior living facilities to address resident <br />concerns including renter safety, fraud, scams, and other issues raised by both <br />residents and property managers. <br />The NRO worked directly with the Mounds View Police Foundation as well as other <br />officers and staff from the department to plan and host over 30 community outreach <br />events throughout the year. Some events included: <br />• The Mounds View Police Foundation, in partnership with the MVPD successfully <br />hosted their 8th annual Daddy Daughter Dance in February.
