<br />AN ORDINANCE AMENDING THE MOUNDS VIEW CITY CODE, TITLE IX:
<br />GENERAL REGULATIONS, CHAPTER 91, CONCERNING VACANT DWELLINGS
<br />AND BUILDINGS
<br />
<br />THE CITY OF MOUNDS VIEW ORDAINS:
<br />
<br />SECTION 1. The City Council of the City of Mounds View hereby amends Title IX:
<br />General Regulations, Chapter 91, Sections 91.001 the Mounds View Municipal Code by
<br />incorporating the following text in alphabetical order into the existing definitions in the
<br />section:
<br />
<br />BUILDING. A building or structure designed for commercial, professional, mercantile,
<br />assembly, institutional, or manufacturing occupancy.
<br />
<br />COMMERCIAL BUILDING. Building or structure used or designated to be used, for
<br />manufacturing, industrial, warehouse, professional or retail use. See also, Building.
<br />
<br />COMPLIANCE OFFICIAL. The City Administrator or their designee.
<br />
<br />CREDITOR. Federal or State-chartered bank, savings bank, savings and loan
<br />association, credit union, mortgagee and any entity acting on behalf of the creditor named
<br />in the debt obligation including, but not limited to, servicers.
<br />
<br />DWELLING. A building that contains one or more dwelling units used, intended or
<br />designed to be used, rented, leased, let or hired out to be occupied for living purposes.
<br />
<br />DWELLING UNIT. A single unit providing complete, independent living facilities for one
<br />or more people, including permanent provisions for living, sleeping, eating, cooking and
<br />sanitation.
<br />
<br />OWNER. Those shown to be the owner or owners on the records on any documents held
<br />by Ramsey County, those identified as the owner or owners on a vacant building
<br />registration form, a holder of an unrecorded contract for deed, a mortgagee or vendee in
<br />possession, a mortgagor or vendor in possession, an assignee of rents, a receiver, an
<br />executor, a trustee, a lessee, other person, firm, or corporation in control of the freehold
<br />of the premises or lesser estate therein. An owner also means any person, partnership,
<br />association, corporation, or fiduciary having a legal or equitable title or any interest in the
<br />property or building. This includes any partner, officer, or Director of any partnership,
<br />corporation, association, or other legally constituted business entity. All owners shall have
<br />joint and several obligations for compliance with the provisions of this subsection.
