Ordinance 1055 <br />Page 2 <br />3.03. The Mounds View City Council finds and determines that it is in the best interests of the <br />City to rezone Lot 2 (as shown on the proposed preliminary plat Suite Living of Mounds <br />View prepared by Civil Site Group and dated 1/8/2026) from 'R-1' to 'PUD'. <br />3.04. The Mounds View City Council, after considering the reports of City staff and information <br />at the public hearing, voted to rezone Lot 2 (as shown on the proposed preliminary plat <br />Suite Living of Mounds View prepared by Civil Site Group and dated 1/8/2026) from 'R-1' <br />to `PUD'. <br />3.05. The Mounds View City Council makes the following findings regarding the rezoning <br />request: <br />The property of 7687 Long Lake Road (Parcel ID 083023220038) is owned by <br />Free Life Family Worship Center, and is currently legally described as THE <br />WEST 388.50 FEET OF THAT PART OF THE NORTHWEST QUARTER OF THE <br />NORTHWEST QUARTER OF SECTION 8, TOWNSHIP 30, RANGE 23 LYING <br />NORTH OF THE NORTH LINE OF THE SOUTH 15 ACRES THEREOF, <br />RAMSEY COUNTY, MINNESOTA. <br />2. The applicants, on behalf of the property owner, propose to subdivide the <br />property into two parcels, proposed as Lot 1 and Lot 2, as shown on the <br />proposed preliminary plat of Suite Living of Mounds View prepared by Civil Site <br />Group and dated 1/8/2026. <br />3. The property is currently zoned as `Single -Family Residential' (R-1), and is within <br />the County Road 10 Corridor Overlay District. <br />4. The applicant, on behalf of the property owner is proposing to amend the future <br />land use map and rezone the proposed Lot 2 to 'Planned Unit Development <br />(PUD)' in order to develop the site into a 'senior housing' development, which <br />would align with the purpose and intent of the 'PUD' zone and the Corridor <br />uvenay uismci. <br />5. The proposed rezoning to PUD meets the standards in Section 160.317, and the <br />proposed setbacks in the site plan (as shown in Sheet C2.1 in the civil plans <br />prepared by Civil Site Group and dated 12/17/2026) meets the standards in <br />Section 160.284 of city code. <br />6. The proposed rezoning to PUD meets the criteria of Section 160.450. <br />3.06. The Mounds View City Council hereby adopts the following conditions of approval for the <br />rezoning: <br />1. The proposed Lot 2 (as shown on the proposed preliminary plat of Suite Living of <br />Mounds View prepared by Civil Site Group and dated 1/8/2026) shall be rezoned to <br />'PUD', contingent on approval of an amendment to the Future Land Use Map in the city's <br />Comprehensive Plan and approval of a Final Plan for the proposed planned unit <br />development in accordance with Section 160.318(D) of city code. <br />2. The applicant shall pay all fees and escrows associated with this request. <br />Section 4. This ordinance shall take effect and be in force 30 days from and after its passage <br />and publication, and upon adherence to the conditions of Section 3.06 of this ordinance. <br />Introduction and First Reading by the Mounds View City Council on February 23, 2026. <br />
