Mounds View City Council March 9, 2026 <br />Regular Meeting Page 3 <br /> <br />of municipal public property. He reviewed the information that was provided by the City Attorney 1 <br />and reiterated that this would be a policy that would be overseen by the City Administrator. 2 <br /> 3 <br />Council Member Clark expressed concern with the fact there were language differences in the 4 <br />ordinances. 5 <br /> 6 <br />Mayor Lindstrom stated he believed the entire version of the ordinance was within the packet, just 7 <br />the order may have been mixed up. He supported the Council moving forward with the Ordinance 8 <br />approval and staff can review the language further. 9 <br /> 10 <br />Council Member Smith asked if the policy was part of this ordinance. City Administrator Zikmund 11 <br />clarified the policy was not part of the ordinance. 12 <br /> 13 <br />MOTION/SECOND: Gunn/Clark. To Waive the Second Reading and Adopt Ordinance 1056, 14 <br />Regulating Use of Municipal Public Property directing staff to publish an ordinance summary. 15 <br /> 16 <br />ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. 17 <br /> 18 <br /> Ayes – 5 Nays – 0 Motion carried. 19 <br /> 20 <br />MOTION/SECOND: Gunn/Meehlhause. To Approve the City of Mounds View Separation 21 <br />Ordinance Policy. 22 <br /> 23 <br />Council Member Smith explained she would not be going up to, nor would she be identifying any 24 <br />squad car or ghost vehicle. She commented she did not have the authority to walk up to a federal 25 <br />agent and ask why they were operating in the community. She indicated this policy would require 26 <br />the City Councilmembers to do this, and she wanted to make it clear that she would not be taking 27 <br />this action. 28 <br /> 29 <br />Council Member Meehlhause questioned if the intent of the policy language was to have a City 30 <br />employee if they observe a vehicle in the City, report this to the City Administrator. 31 <br /> 32 <br />Council Member Gunn stated this was how she was reading the policy. 33 <br /> 34 <br />Council Member Smith expressed concern with the fact the City may be blowing the cover of 35 <br />undercover federal agents working in the community. She did not support City officials taking 36 <br />this action. 37 <br /> 38 <br />Mayor Lindstrom stated he anticipated suspicious vehicles calls will be made to the police 39 <br />department and the police department could make a determination on what activity was occurring. 40 <br />If it was determined there were federal agents conducting immigration activities, the City 41 <br />Administrator would then be contacted and could take action. 42 <br /> 43 <br />Council Member Smith reiterated that there would be no penalty for federal agents operating in 44 <br />the City, which led her to question why the City was passing this policy and ordinance in the first 45 <br />place. 46
