The Mounds View Vision <br />A Thriving Desirable Community Page | 1 <br />Item No: 08C <br />Meeting Date: March 23, 2026 <br />Type of Business: CB <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jeremiah Anderson, Housing/Code Enforcement Inspector <br />Item Title/Subject: Ordinance 1058 Amending Title IX: Business Regulations Chapter 19 <br /> <br /> <br />Introduction: At the January 5, 2026 work session the City Council provided staff with <br />policy direction to remove the requirement that City utility billing is paid in full prior to <br />renewing the Rental Dwelling License. <br /> <br />Discussion: Consistent with City ordinance the Community Development Department <br />emails the rental license renewals in November to satisfy the 30-day requirement prior to <br />their expiration December 31st of each year. <br /> <br />Current City policy is to certify delinquent/unpaid City utilities to the property taxes in <br />December each year. Ordinance 1058 removes the requirement in Chapter 19 that City <br />Utility billing is paid in full prior to renewing the rental dwelling license. <br /> <br />2026-2028 Strategic Plan Strategy/Goal: The review of rental license language is <br />consistent with the goal “Ensure housing rental program is robust, easy for landlords to <br />understand and follow and apply to and enforce.” <br /> <br />Financial Impact: Utility billing payment from delinquent/unpaid utilities is delayed <br />approximately one year when certified to property taxes and collected by Ramsey County. <br /> <br /> <br />Recommendation: <br />1.
