The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08E <br />Meeting Date: March 23, 2026 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Resolution No.10223, A Resolution Exercising the City’s <br />Authority to Opt-In to, and Support, the Ramsey County <br />Economic Development Agency (“EDA”) <br /> <br /> <br />Introduction: <br />Ramsey County sought special legislation from the State Legislature that expanded the <br />use of HRA Levy funding to include entrepreneurship and business programming and <br />necessitated the creation of the Ramsey County Economic Development Authority (EDA). <br /> <br />The Bill approved by the Legislature in 2025 contains two provisions, <br /> <br /> (1) the Ramsey County EDA does not have tax levy authority, and <br />(2) Cities within the County’s HRA Area of Operation is required to ‘Opt-In’ to <br />business programming by the Ramsey County EDA. <br /> <br />The Ramsey County Board of Commissioners legally established a Ramsey County EDA <br />through Resolution B2025-229 dated December 2, 2025, and by filing a Secretary of State <br />Certificate of Approval December 16, 2025. <br /> <br />Resolution No. 10223 is a formal declaration to “Opt-In” as a participant in Ramsey <br />County’s EDA Area of Operation, and supports the County in is EDA use, funding, and <br />programs. <br /> <br />Discussion: <br />Approving Resolution No. 10223 allows the City to participate in the Area of Operation for <br />Ramsey County EDA entrepreneurship and business programing. Not approving <br />Resolution No. 10223 effectively excludes the City of Mounds View from the Area of <br />Operation and its business programing.
