The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 08F <br />Meeting Date: March 23, 2026 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works/Parks and Recreation Director <br />Item Title/Subject: PUBLIC HEARING: Introduction and First Reading of <br />Ordinance 1061, Amendment to Chapter 33 of the Mounds <br />View City Code Related to the Parks, Recreation and <br />Forestry Commission <br />Introduction <br />Ordinance No. 1061 proposes amendments to Title III: Administration, Chapter 33 of the <br />Mounds View City Code relating to the Parks, Recreation and Forestry Commission. <br />These amendments are intended to update the chapter for consistency, adjust <br />membership structure, and modernize provisions that no longer reflect current <br />operational practices. <br />Background <br />Staff recently conducted a recruitment process to fill an existing vacancy on the Parks, <br />Recreation and Forestry Commission. The City received eight applications and <br />interviewed five candidates. Of those interviewed, staff determined that three individuals <br />were exceptionally strong candidates who would each bring valuable skills and <br />perspectives to the Commission. This experience highlighted an opportunity to expand <br />the Commission’s membership to better support its workload and enhance community <br />representation. As a result, staff is recommending an increase in membership from <br />seven to nine members. In addition to the membership change, the proposed <br />amendments include: <br />•Updating the Commission name throughout the chapter for consistency. <br />• Modifying the maximum term for related contracts and leases from ten years to <br />three years. <br />•Removing outdated language. <br />Recommendation <br />Staff recommends that the City Council open the public hearing for public comment and <br />conduct the first reading of Ordinance No. 1061. <br />Respectfully, <br />Don Peterson, <br />Director of Public Works / Parks and Recreation
