N T E•
OFFMEMO
ICE
From: Mary Saarion
To: Parks and Recreation Commissioners
Subject: Alarm system options for Silver View Park
Date: March 20, 1997
Fortunately Silver View Park has had little vandalism in the past years. The installation of paved
parking lot with curbs has alleviated much of the tire damage on athletic fields. Currently the
most vandalized facility is the picnic shelter. The shelter is very secure being made of concrete
block and having no windows and only one metal door and serving station covered with a metal
curtain. Most vandalized is the door which has been kicked in many times - requiring 3 door
replacements. The metal framework becomes bent and dented. The door handles and locks have
also been replaced. All this costs maintenance time and money. The metal doors alone cost
between $350 - 500 depending upon the replacement needs of handles, deadbolts, etc. Graffiti on
the building has also been a problem. Although grafitti removal has been quite successful, until
the grafitti is removed, it is a terrible public eye sore. It is quite obvious that the vandals are young
teens that congregate by the picnic shelter in the evening, around 10:00 p.m. There is no purpose
for damaging the door other than the challenge of getting it open. There is nothing inside the
building of value.
Staff has been researching various alarm systems for Silver View Picnic Shelter. Steve Roman of
SRE Alarm Systems has provided a proposal for two to three alarm options. One option is a
motion detector that would work at a designated time such as curfew. The motion detector
would sound a loud alarm and hopefully scare the person/s away. This cost is approximately
$400 for a motion detector system on the outside of the building in the door area.
Another option is a a motion detector would trigger a telephone monitoring system (after
curfew). A call would go immediately to an answering system where police would be called.
This option relies on police to come and check out the building - and hopefully if vandals are
around, they would be able to catch them. This is about $400 plus a monthly monitoring fee of
less than $15.00. Of course, a telephone line is necessary and we are getting estimated costs for
installation of a phone line from US West.
A third option is a shock sensor that would trigger a loud horn when the door is hit. Of course,
this would not eliminate damage, it would hopefully scare the vandal away before he/she does
more damage. Cost is about $525 including a horn.
• SRE though that a good alarm system could be installed for about $1,000 plus the cost of a
telephone line if that is one of the options chosen.
