interoffice
MEMORANDUM
to: Parks and Recreation Commission
from: Mary Saarion, Director of Parks, Recreation& Forestry
subject: Program Evaluations
date: May 22, 1997
Over the past months staff has been doing a pretty detailed evaluation of recreation programs and
activities. We are researching programs that have high resident participation ratios, costs of
programs that seems to be acceptable, activities for different age groups that seems to have the
most interest, and trips and special events that have the greatest participation levels. We are
looking to alternative fee schedules, evaluating activity expense options and programrevenue
options. In addition, we are seeking information on ways to increase resident participation as well
as benefit financially from non-resident participation.
Staff will be asking the Commission to review and consider various recreation program policies
especially as we begin to plan for recreation programs and activities at the Community Center.
One such policy that Roseville administers is non-resident fees for adult athletic teams beyond
adult softball. With the facilitation of a new gymnsium at the Community Center, policies will
410 need to established which prioritizes resident's use. Attached is a simple policy from the City of
Roseville which simply charges non-resident participants additional fees.
