Mounds View City Council February 23, 2026 Regular Meeting Page 4 Valerie Amundsen, 3048 Woodale Drive, asked how many cameras the City had and inquired if the number was sufficient for the size of the community. Police Chief Zender reported the City currently has 10 fixed cameras and was looking at one flex camera that could be mounted at various spaces. He was of the opinion 10 cameras were sufficient for a community the size of Mounds View. Joe Knutson, 7948 Edgewood Drive, questioned who audits the Flock camera data. Police Chief Zender explained he and the deputy chief, along with an outside agency, ensured all the City’s data was in compliance with BCA requirements. He noted the audit would be posted on the City’s website once it was complete. He reported that the department was required to complete an audit on the Flock data and body camera data every two years. Tony Preciado, 8217 Long Lake Road, inquired how quickly the department was able to respond to issues that arise from a Flock camera hit. Police Chief Zender indicated the response time was as quick as getting a hit on your phone or running a license plate through NCIC. He estimated it only took seconds for officers to respond. 7. PUBLIC COMMENT Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the City Council during Public Comment. Vince Meyer, 8380 Spring Lake Road, reported citizens safety should be number one. He expressed concern with the issues at Ardan and Spring Lake Road. He reported the City was putting out band aids and he did not want to see a child run over. He requested the problems be fixed once and for all. Jean Strait, 7728 Knollwood Drive, thanked the City for the amazing partnership that has been created with Manna Market. She noted she had been volunteering with Manna Market and she appreciated the great work they were doing in the community. She appreciated the great work Ralph Reeder was doing in the community as well but understood Ralph Reeder could only help families once per month while Manna Market could help families once per week. She commented on how Manna Market went from helping 2,5000 families to 5,000 families in one week. She clarified for the record there was no Minnesota law that prohibited municipalities from partnering with faith-based organizations, but rather direct partnerships are common. She discussed how seniors and families function better and children can learn when they are properly fed. She thanked the Council for allowing her the opportunity to serve this community. Katie Born, 5060 Red Oak Drive, encouraged the City Council to extend the food distribution program. She noted that since November 2025 2,077 people have benefited from this program. She wanted to see the City protecting, serving and standing up for its neighbors which creates a strong community. She indicated her sons have been helping distribute food and she believed this was one small way the City can help those who were struggling at this time.
