Mounds View City Council March 23, 2026 <br />Regular Meeting Page 2 <br /> <br />6. SPECIAL ORDER OF BUSINESS <br /> A. Arbor/Earth Day Proclamation (to be read aloud). <br /> <br />Mayor Lindstrom read a proclamation in full for the record declaring Wednesday, April 22, 2026 <br />to be Earth Day and Friday, April 24, 2026 to be Arbor Day in the City of Mounds View. <br /> <br />7. PUBLIC COMMENT <br /> <br />Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the <br />City Council during Public Comment. There were no comments from the public. <br /> <br />8. COUNCIL BUSINESS <br />A. PUBLIC HEARING: Introduction and First Reading of Ordinance 1059, <br />Affordable Housing and Tenant Protection. <br /> <br />Beth Elliot, Stantec, requested the council introduce the Affordable Housing and Tenant Protection <br />ordinance. She discussed the tenant rights that would be addressed within this ordinance and <br />recommended the council hold the first reading for this ordinance. <br /> <br />Mayor Lindstrom opened the public hearing at 6:07 p.m. <br /> <br />Sharon Kirscher, 8406 Red Oak Drive, stated she opposed the term median income noting there <br />were three different ways to measure the middle. <br /> <br />Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:08 p.m. <br /> <br />MOTION/SECOND: Clark/Meehlhause. To Waive the First Reading and Introduce Ordinance <br />1059, Affordable Housing and Tenant Protection. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. PUBLIC HEARING: Introduction and First Reading of Ordinance 1057, <br />Amending the Mounds View City Code, Title IX: General Regulations, <br />Chapter 91, Concerning Vacant Buildings. <br /> <br />Housing and Code Enforcement Inspector Anderson requested the council introduce an ordinance <br />that would amend Mounds View City Code concerning vacant buildings. He reviewed the <br />ordinance in further detail with the Council and recommended the Council hold the first reading. <br /> <br />Mayor Lindstrom opened the public hearing at 6:11 p.m. <br /> <br />Hearing no public input, Mayor Lindstrom closed the public hearing at 6:11 p.m. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the First Reading and Introduce Ordinance <br />1057, Amending the Mounds View City Code, Title IX: General Regulations, Chapter 91, <br />Concerning Vacant Buildings.
