Item No: 05C <br /> MOL--JNDS VIEW Meeting Date: April 27, 2026 <br /> Type of Business: Council Consent <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Gayle Bauman, Finance Director <br /> Item Title/Subject: Resolution 10240 Adopting and Reporting Performance Measures <br /> Background: <br /> The legislature created the Council on Local Results and Innovation (CLRI) in 2010. The CLRI created <br /> standardized performance measures that will aid residents, taxpayers, and state and local elected <br /> officials in determining the efficacy of cities in providing services. Participation in the standard <br /> measures program is voluntary. <br /> Discussion and Recommendation: <br /> To participate, a city must adopt, implement, and publish a minimum of 10 performance measures <br /> as provided by the CLRI. Once adopted, the standard measures will be published on the City's <br /> website. The City will also be eligible for reimbursement of $.14 per capita (approx. $1,815) for <br /> participation in the program. Attached is a resolution and the list of standard performance <br /> measures that the City Council will adopt. Staff recommends approval. <br /> Strategic Plan Strategy/Goal: <br /> - Enhance Revenue Sources through minimal use of staff time. <br /> - Community Engagement by providing performance measure metrics that we currently track. <br /> Financial Impact: <br /> The funding being provided by the State will cover the staff time needed to compile and submit <br /> the annual report. <br /> Respectfully submitted, <br /> P <br /> Gayle Bauman <br />
