RESOLUTION NO. 10247 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING A PROFESSIONAL SERVICE AGREEMENT WITH WSB TO BEGIN THE <br />PARK SYSTEM MASTER PLAN EDUCATIONAL CAMPAIGN <br />WHEREAS, City Council approved Resolution 10129 on July 14, 2025, to adopt the <br />Park System Master Plan; and <br />WHEREAS, Resolution 10130 was approved to create an Advisory (sub) Committee <br />(GOAL PARKS) for the Parks System Master Plan; and <br />WHEREAS, at the March 26, 2026, Parks, Recreation and Forestry Commission <br />Meeting, the GOAL PARKS Committee provided their recommendations for funding of the Park <br />System Master Plan; and <br />WHEREAS, on April 23, 2026, there was a joint City Council and Parks, Recreation and <br />Forestry Commission meeting, to discuss the funding recommendations for the Parks System <br />Master Plan; and <br />WHEREAS, at the March 30, 2026, Work Session, Staff recommended that the City also <br />conduct a Park System Master Plan educational campaign.; and <br />WHEREAS, Staff proposed that the Council hire WSB for this educational campaign, <br />and to also hire a part-time Marketing Intern to help facilitate the education component which <br />will also include the Community Center remodel; and <br />WHEREAS, WSB has proved a cost proposal for the educational component as follows: <br />1. Communications & Engagement Plan Estimate: <br />$2,274.00 <br />2. Core Messaging & Project Narratives Estimate: <br />$6,680.00 <br />3. Outreach to Stakeholders & Community Estimate: <br />$7,144.00 <br />4. Community Pop -Ups & Event Outreach Estimate: <br />$5,516.00 <br />5. Digital & On -Demand Information Estimate: <br />$3,982.00 <br />6. Website & Digital Content Support Estimate: <br />$5,360.00 <br />7. Ballot Language Education Estimate: <br />$3,816.00 <br />8. Communications Toolkit for City Use Estimate: <br />$3,816.00 <br />9. Communications Toolkit for City Use Estimate: <br />$3,816.00 <br />For a total investment cost of $38,588.00 <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, <br />Ramsey County, Minnesota as follows: <br />The City hereby approves a Professional Service Agreement with WSB that has <br />provided a cost proposal regarding Park System Master Plan educational campaign <br />services for phases 1-9 in the amount of $38,588.00 <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
