The <br /> increase was largely found in public safety, which was up by $227,159, as anticipated in the budget with <br /> success filling some more of the open positions compared to last year. Spending was down for forestry <br /> costs in culture and recreation and for capital outlay based on the timing of needs,which offset a portion of <br /> the overall increase in the General Fund. <br /> -13- <br />
