RESOLUTION 10244 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVAL OF THE SANITARY SEWER LINE REHABILITATION - CIPP (CURED - <br />IN -PLACE -PIPE) PROJECT <br />WHEREAS, Public Works has an inspection and maintenance program for the <br />municipal sanitary sewer system, by televising and evaluating the condition of the pipes. <br />Defects are logged while performing inspections, including cracks in the pipe and leaking <br />joints; and <br />WHEREAS, a priority list that ranks the segments of pipe requiring repair or <br />remediation is maintained and determines which lines should be included in the Sanitary <br />Sewer Rehabilitation Project, and <br />WHEREAS, Public Works in conjunction with Stantec has prepared plans and <br />specifications (bid documents) in house for use in obtaining public bids for the sanitary <br />rehabilitation project, and <br />WHEREAS, a virtual public bid opening was held on Tuesday, April 21, 2026, at <br />2:00pm with VisuSewer, as the low bidder with a base bid of at $524,700.00; and <br />WHEREAS, the funding for these repairs is budgeted in the Sanitary Sewer fund, <br />730-4823-7050, which includes $500,000.00 for sewer pipe relining program. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br />View, Ramsey County, Minnesota as follows: <br />1. The City hereby approves the bid from VisuSewer of Oak Grove, MN for <br />$524,700.00(base bid) for lining of the 2026 Sanitary Sewer Rehabilitation <br />Project, City project 2026-004 with no Bid Alternates. <br />2. The City Council approves a 7% contingency of $36,729.00 for any unforeseen <br />issues that may arise during this project. For a total project cost not to exceed <br />$561,429.00. <br />3. Funding will be from the Sanitary Sewer Fund, 730-4823-7050. <br />
