Item No. 03 <br />Meeting Date: June 1, 2026 <br />Type of Business: Council Work Session <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Gayle Bauman, Finance Director <br />Item Title/Subject: Review Draft Municipal Budget for 2027 <br /> <br />Staff is requesting City Council to review and provide feedback on the attached portions of the Draft Municipal <br />Budget for the 2027 fiscal year. The City Council must adopt a preliminary tax levy by September 30th and submit <br />it to the County Auditor. <br /> <br />GENERAL FUND (Fund 100) <br /> <br />Revenues <br />100-3341 LGA amounts are not yet known for 2027 and the City should try to reduce reliance on these funds. <br />100-3355 Police Aid amounts are not yet known for 2027. <br />100-3357 Budget assumes the City will be reimbursed 100% of the Peace Officer Benefit payments. <br />100-3359 Includes $20,000 for 50% of the Comp Plan grant. <br />100-3610 Unsure what Interest Revenue will be in 2027. <br /> <br />Wages and benefits <br />The 2027 preliminary budget is currently being prepared assuming a 3.0% wage adjustment for all staff and an <br />increase of $45 per month for insurance. <br /> <br />Total FTE’s for the city decreased by 0.775. This is due to decreasing the hours of the Executive Admin Asst and <br />the Police Records/Evidence Tech and increasing the hours of the MVCC Custodian. The police officer position <br />eliminated in 2025 has not been added back in this preliminary budget. <br /> <br />Central Services (100-4160) <br />Legal costs are being increased based on history. <br />Need to add costs for website ADA compliance. <br /> <br />Community Development (100-4180) <br />Utilization of the consultant planner has increased. <br />Comp Plan costs have been added. <br /> <br />Police (100-4200) <br />The subscription cost for Policy 360 has been added. Increased costs due to Records Management moving to the <br />Cloud. <br />It is assumed that 100% of the Peace Officer Benefit payments will be reimbursed by the State. This is reflected <br />in the revenue budget. <br /> <br />
