Item No. 03 Meeting Date: June 1, 2026 Type of Business: Council Work Session City Administrator Review: ______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Gayle Bauman, Finance Director Item Title/Subject: Review Draft Municipal Budget for 2027 Staff is requesting City Council to review and provide feedback on the attached portions of the Draft Municipal Budget for the 2027 fiscal year. The City Council must adopt a preliminary tax levy by September 30th and submit it to the County Auditor. GENERAL FUND (Fund 100) Revenues 100-3341 LGA amounts are not yet known for 2027 and the City should try to reduce reliance on these funds. 100-3355 Police Aid amounts are not yet known for 2027. 100-3357 Budget assumes the City will be reimbursed 100% of the Peace Officer Benefit payments. 100-3359 Includes $20,000 for 50% of the Comp Plan grant. 100-3610 Unsure what Interest Revenue will be in 2027. Wages and benefits The 2027 preliminary budget is currently being prepared assuming a 3.0% wage adjustment for all staff and an increase of $45 per month for insurance. Total FTE’s for the city decreased by 0.775. This is due to decreasing the hours of the Executive Admin Asst and the Police Records/Evidence Tech and increasing the hours of the MVCC Custodian. The police officer position eliminated in 2025 has not been added back in this preliminary budget. Central Services (100-4160) Legal costs are being increased based on history. Need to add costs for website ADA compliance. Community Development (100-4180) Utilization of the consultant planner has increased. Comp Plan costs have been added. Police (100-4200) The subscription cost for Policy 360 has been added. Increased costs due to Records Management moving to the Cloud. It is assumed that 100% of the Peace Officer Benefit payments will be reimbursed by the State. This is reflected in the revenue budget.
