Mounds View Charter Commission Minutes — DRAFT <br />Tuesday, April 21, 2026 <br />1.Call to Order. Regular meeting came to order at 6:37 PM. <br />2.Roll Call. Present: B. Amundsen, G. Evenson, E. James, K. Mills, G. Quick, J. Peterson, R. Scholl. <br />Excused:A. Urlacher, R. Warren. <br />Absent: <br />Also present: City Administrator Nyle Zikmund, Council Liaison Gary Meehlhause. <br />3.Review Agenda and Minutes . <br />a. Review Agenda. <br /> Vice Chair R. Scholl introduced the Preliminary Agenda. Discussion was requested. <br />MOTION made, by B. Amundsen, and seconded, by G. Quick, to adopt the Agenda as presented. <br /> MOTION adopted 6-0. <br />b. Review Minutes of Regular Meeting. <br /> Vice Chair R. Scholl asked for review of the Secretary's January 20, 2026, draft Meeting Minutes. <br />MOTION made, by J. Peterson, and seconded, by K. Mills, to approve the Meeting Minutes as <br />presented. MOTION adopted 6-0. <br />4.Citizen's Comments from the Floor. <br /> No citizens present made comments. <br />5.Reports of Chair. <br /> Vice Chair made no report. <br />6.Reports of Members. <br /> Secretary B. Amundsen welcomed Greg Evenson to the Commission. Greg introduced himself and <br />why he joined the Commission. <br />7.Unfinished Business. <br />a. Discussion of Chapter 7 Taxation and Finances, for general levy caps in relation to street and <br />park financing. <br /> City Administrator N. Zikmund reported that the parks citizens committee has wrapped its work and <br />their recommendation would be presented Thursday night. Those recommendations include four <br />recommended options as follows: <br /> a. add to the city charter language dedicating 1% of the annual levy to parks, <br /> b. consider a voter approved bond – language needed by July to be on the November ballot, <br /> c. move a percentage of excess revenue at end of year to parks dedication, <br /> d. dedicate some cannabis revenue to parks development and maintenance. (est. $250K-$500K/yr.) <br />They also are recommending top priority to Silver View Park and the Community Center. <br />E. James joined the meeting. <br /> The Council has already hired a consultant to gather costs for community center and WSB to do <br />graphics for public education. The parks committee will continue community pop-up education events at <br />the parks. City Administrator N. Zikmund said that on a per capita basis Mounds View has more parks <br />than most cities. City Administrator N. Zikmund will send the slides to the Commission after the <br />Thursday night presentation. <br /> Medtronic's property TIF continues until 2033, so taxable revenue increases is delayed for seven more <br />years and not available to support parks until after that year. <br />MOTION made, by G. Quick, and seconded, by E.
