RESOLUTION 10283 <br />EXTRACT OF MINUTES OF A MEETING <br />OF THE CITY COUNCIL <br />OF THE CITY OF MOUNDS VIEW <br />STATE OF MINNESOTA <br />HELD: AUGUST 10, 2026 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Mounds View, State of Minnesota, was duly held in the City on August 10, 2026, at 6:00 o'clock <br />p.m., for the purpose, in part, of calling an election to authorize the issuance of school building <br />bonds. <br />Member Julie Clark moved the adoption of the following Resolution: <br />RESOLUTION RELATING TO AUTHORIZING THE ISSUANCE OF GENERAL <br />OBLIGATION BONDS AND CALLING AN ELECTION THEREON <br />BE IT RESOLVED by the City Council ("Council") of the City of Mounds View, State of <br />Minnesota (the "City"), as follows: <br />1. The Council hereby finds and determines that it is necessary and expedient for the <br />City to borrow money in an aggregate amount not to exceed $15,000,000 and not to exceed any <br />limitation upon the incurring of indebtedness which shall be applicable on the date or dates of the <br />issuance of any bonds, for the purpose of providing funds for the acquisition and betterment of <br />City park, sites and facilities, including renovations, improvements and updates to Silver View <br />Park and Wooderest Park, including safety and accessibility improvements at those sites. The <br />question on the borrowing of funds for these purposes shall be City Question 1 on the City ballot <br />at the special election held to authorize said borrowing. <br />2. The Council hereby finds and determines that it is also necessary and expedient for <br />the City to borrow money in an aggregate amount not to exceed $5,000,000 and not to exceed any <br />limitation upon the incurring of indebtedness which shall be applicable on the date or dates of the <br />issuance of any bonds, for the purpose of providing funds for the acquisition and betterment of the <br />City's Community Center, including the construction and equipping of additions to provide indoor <br />athletic courts and a walking track. The question on the borrowing of funds for these purposes <br />shall be City Question 2 on the City ballot at the special election held to authorize said borrowing. <br />3. The ballot questions specified above shall be submitted to the qualified voters of <br />the City at a special election, which is hereby called and directed to be held in conjunction with <br />the State General Election on Tuesday, November 3, 2026. This date is a uniform election date <br />specified in Minnesota Statutes, Section 205.10. <br />
