CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING APPLICATION TO RAMSEY COUNTY FOR A COMMUNITY
DEVELOPMENT BLOCK GRANT TO ASSIST IN FUNDING THE MOUNDS VIEW HOUSING
REPLACEMENT PROGRAM
WHEREAS, the Mounds View Economic Development Authority (EDA) established the
Housing Replacement Program (HRP) in 1996 to reduce the social costs of blight, improve residential
neighborhoods and increase tax base; and
WHEREAS, to date, the EDA has used tax increment funds for acquisition, demolition and
administrative costs associated with the HRP. However, limited funds are currently available to
continue the program; and
WHEREAS, there exists a need in the City of Mounds View to provide a program in which
residential buildings which have a blighting influence on the neighborhood and community may be
acquired for the purposes of redevelopment; and
WHEREAS, a Community Development Block Grant (CDBG) would provide necessary funding
for acquisition and demolition costs to fund the program through the end of the year 2000; and
WHEREAS, projects in which CDBG funds are used would provide safe and quality housing
for low-moderate income families.
NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development
Authority hereby recommends application to Ramsey County for a Community Development Block
Grant for $150,000 to assist in funding the Mounds View Housing Replacement Program.
Adopted this 8th day of February, 1999.
