Dear Mayor Coughlin and City Council,
We understand that the Economic Development Commission consists of several seats
held by city residents and two seats held by local business owners. One seat is held by
Julie Olson.
After the recent letters to the editor with the reference to Adolph Hitler we feel that Ms.
Olson should be removed from this seat. Clearly her attitudes do not ret1ect the business
community nor do we want this type of publicity for l\!lounds View and its businesses
.
We support your efforts to Cable cast the Commission meeting including the Economic
Development Commission and the Charter Commission. Because of this it is extremely
important to us that the community does not associate Ms. Olson's attitude with the
business community. This seat on the Economic Development Commission should be
held by a business owner in Mounds View who pays business rate taxes, franchise fees
and supports the need for the city to move ahead in a positive productive manner.

VACANCIES:
Subd. 2. Removal from office: Any member of the Commission may be
removed from office for just cause and on written charges by at
least four-fifths (4/5) of the entire Authority.
Such member may be entitled to a public hearing before such a
vote is taken. An appointed member may also be removed by the
Authority for nonattendance at commission meetings if a
commissioner is absent from five (5) regularly scheduled
meetings per year or from three (3) consecutive meetings,
without the consent of the commission. (Ord. 542, 6-27-94)
As the Economic Development Commission Member in question, and my
entitlement to a public hearing before a vote is taken for my potential removal
from office for an alleged just cause of "freedom of speech as a citizen."
I hereby wave the public hearing.

Subject: Reason why Linkes and Oberts get into office
Julie,
I am late for work but I wanted to pass this copy of an email question
and answer on to you seeing that the vast majority of the initial note
stems from a reaction to you and other charter members at the last
meeting.
I must say that although everyone is subject to their own opinions,
letters like the one I received (at the bottom of my response) and
having folks like Bill Doty accuse me of "not listening" and "doing only
what you want;" and those like Mr. Oman who somehow think that I am
completely out of touch and not a "person sitting in these seats instead
of way up there." - those unkind accusations (teeth kicking contests I
call them) truly take all of the joy and energy out of this job.
Suffice to say there is damn little joy and energy in it to start
with.... but having people like those make huge and broad assumptions
about me is harmful to the discussion and hurtful to me.

As you can obviously attest having run meetings now at the Charter Comm.
and being part of the EDC - this job is hard and involves much, much
more than showing up at a meeting. I will make the assumption here that
I am the best prepared member of the council on almost all issues simply
because I read absolutely everything AND I ask questions of staff and
others prior to meetings so to be able to move things along and dialogue
at a deeper level.
I take large offense at the insinuation from several charter commission
members that I wasn't listening and didn't care about them. The dirty
little secret in this town is that whenever the council does anything
outside 100% agreement with someone, we are accused of having an
"agenda" or "not listening to the people" Case in point is that Bill
Doty - someone who has never talked or written to me about ANYTHING much
less term limits - made the accusation in public, on camera, that
somehow I didn't give a shit about the issue and that 1 was simply
trying to shut him down.

Pardon the french, but GOD DAMN IT.... I was the one who has been
working behind the scenes to get rid of this issue. Although you may
take exception with some elements of my motion made last Monday -I GAVE
THE COMMISSION WHAT THEY WANTED!!!!! Oddly enough everyone, including
you, still continued to kick teeth in after that. It was a proper place
and setting for the council to give direction to the city

administrator. Actually if pressure from the council was made behind
the scenes it could have been argued by some (obert & linke types) that
we truly were working with an agenda and outside of the public view.
The only way that the argument would stop and the legal mumbo-jumbo
would be neutered was to have the council order things to be done. That
takes legal and city staff out of the picture REGARDLESS of their
personal or professional opinions. They were given an order and now
must follow it. Trust me, they are.
I want to ask of you both as a friend first and fore most, as well as
mayor and the chair of council meetings that you try to remain cool,
calm and collected during the meetings. Julie, I will admit to you that
although I was planning for several days to find a way to get the term
limits issue back on track - once the "all government officials are
corrupt bastards" group started accusing me of a variety of things, I
truly considered simply not making my motion and let the whole damn
thing just spin its wheels. At a personal level I had to wonder why the
hell I should stick my neck out for the same people who apparently view
me as some sort of corrupt, uncaring, disengaged city leader.

But, in contrast to all of the accusations thrown at me by Ruth Berke
and others, I set aside my personal feelings and indeed try to do what
is best for the city. I resolved that although it would be personally
gratifying to "screw" those who take every ounce of fun out of those
meetings - the issue wasn't about me or them...it was about getting the
charter stuff cleared up and behind us. And so, I made the motion and
restated it over and over and over for Roger until I could basically
recite it by memory.
You may take exception with me on this due to different perceptions-
but do not lose sight of the fact that Roger voted against the motion
which went a long ways to dealing with this and that Gary who has been
against this stuff voted for it. I may have worked hard behind the
scenes to find a way to get that motion made - but Gary and Lynne passed
the damn thing.

I have sacrificed far more for this underfunded, thankless job than for
virtually anything else in my life. My family needs me. My work and
employees need me. I love to garden but even that one single hobby that
I love so dearly is sacrificed on the altar of this position. I go to
meetings that last hours and hours just to make sure our city is
properly represented - and that regional planning doesn't go on without
us or around us. I have used up almost all of my vacation days to do
city work - testifying day after day at the state capitol in regards to
the airport noise issue. That was not how I wanted to spend my vacation
days I can assure you. If I want to spend a day with my family now, I
must do it without pay - a further sacrifice on my family's part for the
goal of having me mayor. I hope you can at least see why being attacked
on camera really does kick my teeth in and destroys any desire I have to
continue to sacrifice for this cranky, negative city.

And so, in the end I see the reason why people who "care" never last
long in these positions usually. The costs are way too high personally
and the rewards are slim and even those are torched and burned when
false and uneducated accusations get thrown at me. I am really, really
trying Julie. I'm killing myself trying. I get only a few hours of
sleep because I'm trying so much. You might not agree with me on
everything. I don't agree with me on everything (due to compromises
made) but I beg of you to at least respect - and get others in your
circle to respect the fact that I'm trying to be a good egg here. I am
not McCarty and I sure the hell am not a Linke. I'm still learning the
ropes - but I really am trying to make a difference and listen to
people.
I am concerned that if groups in this city continue to shoot even those
who have a glimmer of hope that things can be made better we will
ultimately drive off the good and decent representatives and we will
again be left with the Linke's, Obert's and Gunn's of the world making
decisions.
I am weary of this job right now. My little children could certainly
use me at home on Mondays. I remain in this position because I truly
believe that I can make a difference and I have the intellect and wisdom
to get things done. Please understand that my commitment to working
with you and the rest of the residents is now at a level where I am
placing this job close to the level of my own family. But if I continue
to be accused by the likes of Bill Doty and others that somehow I too am
just part of the problem - then I will screw the whole thing and you and
the residents can fend for yourselves against the likes of Obert and
Linke. With my "babies" needing me so desperately - it won't take much
more for me to simply walk away from this. I don't want to - nor would
it be good for the city whatsoever - but I will if I continue to have my
teeth kicked in and have me and the council disrespected.
Forgive the length of this letter. I am just so weary about this stuff
I needed to vent it. I'm not going to enter into a major dialogue
regarding this with you or anyone simply because I don't have any more
time or energy to discuss it. I simply wanted to be understood.
