RESOLUTION NO. 02-EDA-163
MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE EXPENDITURE OF TAX INCREMENT FUNDS TO
FINANCE THE CITY'S COST IN PARTICIPATION WITH A CONSORTIUM OF
COMMUNITIES IN THE DEVELOPMENT OF THE SECOND REMODELING PLANBOOK
It is hereby resolved by the Board of Commissioners (the "Board") of the Mounds
View Economic Development Authority (the "Authority") as follows:
WHEREAS, the Authority has the powers provided in Minnesota Statutes, Sections
469.124 to 469.134 and 469.090 to 469.108 (collectively, the "Act"); and,
WHEREAS, the Authority seeks to expand the quantity and enhance the quality of
the housing stock of the City of Mounds View; and,
WHEREAS, the Authority previously determined that there was a need for a
remodeling Planbook and approved the expenditure of tax increment funds in February
1998 for the first remodeling Planbook; and,
WHEREAS, there is an opportunity to participate with a consortium of suburban
communities in the creation of a second remodeling Plan book. The book would serve to
assist and promote remodeling projects involving split-level detached homes within the city;
and,
WHEREAS, the Authority has appropriated $300,000 of tax increment funds for
development/redevelopment purposes for 2002; and,
WHEREAS, a financial commitment of at least $2,500 is needed for the City to
participate with the consortium of communities in the development of the second
remodeling Plan book.
NOW THEREFORE BE IT RESOLVED, that the Mounds View Economic
Development Authority, finding that the proposed expenditure would be consistent with the
Authority's mission and responsibilities, hereby approves the expenditure of $2,500 in Tax
Increment funds to finance the City's costs in participating with the consortium of
communities for the development of a remodeling Planbook.
NOW THEREFORE BE IT FURTHER RESOLVED, that the Mounds View Economic
Development Authority hereby authorizes its President and Executive Director to execute an
Agreement between the Mounds View EDA and the City of Brooklyn Park regarding the
development of a remodeling Planbook for the City of Mounds View.
