MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE EXECUTION OF A CERTIFICATE OF COMPLETION FOR
GARY DANIELSON, DEBBIE DANIELSON, DAVID SCOTT AND PEGGY SCOTT, COLLECTIVELY
THE PURCHASER AND REDEVELOPER OF THE FORMERLY EDA-OWNED FOUR-PLEX AT 2091
HILLVIEW DRIVE.
It is hereby resolved by the Board of Commissioners (the "Board") of the Mounds View
Economic Development Authority (the "Authority") as follows:
WHEREAS, On February 14, 2002, the EDA entered into a Purchase and Redevelopment
Agreement (the "Agreement") with Gary Danielson, Debbie Danielson, David Scott and Peggy Scott
(the "Developer") for the renovation of the four-unit dwelling located at 2091 Hillview Drive (the
"Property"); and,
WHEREAS, The Property and Improvements have been recently inspected by the Director
of Community Development, the Housing Inspector and the Building Official; and
WHEREAS, It is the collective determination of the Director of Community Development,
the Housing Inspector and the Building Official that the Developer has satisfactorily completed their
responsibilities and obligations as defined and articulated in the Agreement; and,
WHEREAS, The Developer has requested a Certificate of Completion from the Authority in
accordance with the Agreement.
NOW THEREFORE BE IT RESOLVED, the Mounds View Economic Development Authority
does hereby authorize the execution of the attached Certificate of Completion as requested by the
Developer to formally recognize its completion of the improvements and satisfaction of its obligations
as articulated in the Agreement.
Adopted by the Board of Commissioners of the Mounds View Economic Development
Authority this 14th day of October, 2002.

CERTIFICA TE OF COMPLETION
AND RELEASE OF FORFEITURE
WHEREAS, the Mounds View Economic Development Authority (the "Grantor"), by a deed
recorded in the office of the County Recorder in Ramsey County, Minnesota, as Document No. 3468926,
has conveyed to Gary R. Danielson, Deborah A Danielson, David 1. Scott and Peggy S. Scott, the land in the
County of Ramsey and State of Minnesota legally described as follows:
The West 103 feet of the East 723 feet of the North 160 feet of the South 193 feet
of the Northeast ~ of the Southeast ~ of Section 5, Township 30, Range 23,
Ramsey County, State of Minnesota.
WHEREAS, said deed was executed pursuant to that certain Purchase and Redevelopment
Agreement by and between the Mounds View Economic Development Authority and Gary R. Danielson,
Deborah A Danielson, David 1. Scott and Peggy S. Scott, dated the 141h day of February, 2002 and recorded
in the office of the eounty Recorder in Ramsey County, Minnesota, as Document No. 3468925, which
Purchase and Redevelopment Agreement contained certain covenants and restrictions regarding completion
of the Redevelopment; and
WHEREAS, said Grantee has performed said covenants and conditions in a manner deemed
sufficient by the Grantor to permit the execution and recording of this certification.
NOW, THEREFORE, this is to certify that all Redevelopment specified to be done and made by
the Grantee has been completed and the covenants and conditions in the Purchase and Redevelopment
Agreement have been performed by the Grantee therein and that the provisions for forfeiture of title and
right to re-entry for breach of condition subsequent by Grantor is hereby released absolutely and forever,
and the County Recorder in Ramsey County, Minnesota, is hereby authorized to accept for recording and
to record the filing of this instrument, to be a conclusive determination of the satisfactory termination of
the covenants and conditions relating to completion of the Redevelopment.
