MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE EXPENDITURE TO RLK-KUUSISTO, LTD. FOR
ADDITIONAL SERVICES AS OUTLINED ON THE REQUEST FOR DESIGN CHANGE NO.2
ASSOCIATED WITH THE BRIDGES REDEVELOPMENT SITE ALTERNATIVE URBAN
AREAWIDE REVIEW (AUAR)
WHEREAS, the Mounds View Economic Development Authority (the "Authority") has
directed staff to explore all potential options relating to the Bridges of Mounds View Golf Course
(the "Bridges"), including the redevelopment of the course; and
WHEREAS, the Authority has become aware through CRESA Partners of Minneapolis of
significant interest in The Bridges for a potential corporate office campus redevelopment and that
an environmental assessment process would be needed; and
WHEREAS, the proposed development triggers mandatory assessments as indicated in
the Minnesota Environmental Review Rules adopted by the Environmental Quality Board, and.
that the Alternative Urban Areawide Review (AUAR) is the most economical and flexible
assessment process; and

WHEREAS, the Mounds View EDA authorized on September 13, 2004 the selection of
RLK-Kuusisto to undertake an AUAR for the Bridges Golf Course Redevelopment Project; and
WHEREAS, the draft AUAR was published on November 17,2004 and that copies were
sent to 25 local, regional and state entities for review and comment; and that the Minnesota DNR
has requested that the City's Comprehensive Plan be amended to change the land use
designation for this property before the AUAR is adopted by the City Council; and; and
WHEREAS, the Mounds View City Council has directed City Staff to continue to proceed
with further negotiations with Medtronic and to pursue a course of action consistent with
potentially selling The Bridges for redevelopment; and
WHEREAS, the City Staff have requested and obtained an amendment to the RLK
contract that would facilitate the comprehensive plan application that will need to be submitted to
the Metropolitan Council and for other activities.
NOW, THEREFORE BE IT RESOLVED THAT, the Mounds View Economic Development
Authority hereby authorizes the consulting firm of RLK-Kuusisto, Ltd. to undertake additional
activities beyond the original scope as outlined in DCN 2, dated January 4,2005, at a cost not to
exceed $19855.
