The following words and terms wherever they occur in this
Chapter shall be defined as follows:
(1) Are~. The total nrea of thr subject parcel of land
m~asured in square feet and to ,the centerline of any
abutt.ing public streets or rights-of-way.
(2) Fund. The Storm Dr~lnage Management Fund.
(3) Owner. Anv individual, firm, association, corporation,
syndIcate,-co-partnership, trust or any other legal
entity havins sufficient legal or equitable interest
in the subject parcel of land to commence and maintain
proceeding fu.L: a buildi~g permi t 1.1nnp-r Chapter 59
of the Municipal Code.

(4) SDH Charge. The Storm Drainage Manag~m~nt:Charge.
ESTABLISH~ENT.
There is hereby esta~lished dnd created a fund, designated
as the "Storm Drainage f1anagement Fund," and a charge,
designated as. the ~'Stormnrainage Management Charge."
PURPOSE.
The, purpose of the Fund is to provide for the development
of storm drainaqe farilities within the City of Mounds View.
There shall be ell'posited in the Fund all payments received
pursuant to the p~ovisions of this Chapter and such other
monies as shall be specified from time to time by the City
Counc i 1.
APPLICABILITY.
Any owner or his agent, who a?plies for ~ building permit
under Chapter 59 of the Municipal Code, shall pay a Storm
Drainage Management Charge in an amount, as determined
hereinafter, to the Fund.

SUbdlvision 1. Base rate. The !978 base rate for
. compntation of the SDM Charge shall be.'15.3cent.s per'square
foot~ This rate shall be adjusted annually on July 1st
according,to the change in the En~ineerin7 News Record.. , .
Constructlon Cost Index for the Mlnneapo11s-St. Paul areai
Subdivision 2. New developments. The SDM Charge
for any parcel of land upon which there i~ no existing prin-
cipal building, as defined under Chapter 40 of the Municipal
Code, shall be the product of the base rate established in
Subd~vision 1 above and the total runoff equivalent of ~he
?roposed land uses establ ished in Subdivision 4 below.
Subdivision 3. Other developments. The SOM Charge for
any parcel of land upon which there is an existing principal
building ~hall be the product of the base rate established
in Subdivision 1 above and the difference between the total
runoff equivalents of the existing and proposed land uses
established in Subdivision 4 belm....

between the total runoff equivalents of the existing
and proposed land uses is less than ten.
b, The minimum SDM Charge, except as provided in a, above,
shall be twenty-five dollar~.

the payment of more than one SDM Charge for a
specific parcel of lnnd.
Subdivision 4. TO';:;al runoff equivalent. The Public
Wor~s Director shall prepare total runoff equivalents for

The following coefficients of runoff shall be used to compute
~he totfll runoff equivalent:
Type of Drainage Area
Bare soil, flat, 2% slope
Dare soil, average, 2-7% ~lope
Bare soil, steep, 7% slope
Impervious arca (streets, drives, wal~s,
roofs, etc.)
Grassy areas ar.d natural wooded areas:
Sandy soil, flat 2% slope
Sandy soil, average, 2-7% slopc;
Sandy soil, steep, 7% slopc

The total runoff equivalent shall be the sum of the products
of the appropriate coefficients of runoff and the square
feet of area of each type of eXisting or propose<l land use, ..
on the parcel of land. .
Subdivision 5. Credits~

d. Any special assessments specifically levied against
a parcel of land for storm drainage ~runk ~ystem
lmprovements may be credited against the required
SDN Charge for that parcel.

b. Any payment of a SDM Charge, as required herein,
shall be cledited against any future special assess-
ment for storm drainage trunk system improvements.
USE OF FUND.

noy SuM Charge payments deposited in the Fund shall be used
only for expenses incurred in the design, construction, or
improvement of City storm drainage syst~ms. These expenses
shall inClUde, but shall not be limited to, acquisition of
land and easements, construction of water quality control
improvements, and debt retirement in connection with storm
drainage system improvements.

25.07 Tfu1NSFER OF FUNDS.
Any SD,., Charge payments deposi'ed in the FUnd shall not be,
- transferred out of tht:! FUnd eXr~ept for the purposes enumerated
