The City Council of the City of Mounds View'doesherebyordain:
Section 1, Chaptet 110 shall be Qmcnded to read as follows:
110.01 Definitions.
Subdivision 1. "Peddler" means any person, whether a r:esident of
the City of Mounds View or not, who go~s from house to house, from place
to place, or from street to street, conveying or transporting goods, "

Upon being satisfied that such organizaliol~, association or corpo~9.Eion is
a religious, charitable, patriotic or philanthropic organization,;&ge Clerk
shall issue a permit wi thout charge to such orgo.niza:tion, association or
corporation to solicit in the City. Such organization, associatio~ o~ ~.
corporation shall furnish all of its meinbe.r3, agents" orrcpresen.~a.:tives'
conducting solicitation credentials in writing statinq the name of: the
organization, name of agent and purpose of solicitation.
110.6 Investigati0n and Issuance. Subdivision 1. Upon r~ceipt of
each application, it shall be referred to the Chief,.of Po1icet ~b~ shall
immediately institute such investigation of the applleant's business 'and
moral character as he deems necessary for thepr0tection of the public
good and shall endorse the d.ppl~cation in theinahner'prescribetiin this
section within 72 hours after it has been filed bythe'applicant with the
Clerk.

Subdivision 2. If;JS a result of such investiyation, the applicant's
character or business responsibility is found to be unsatisfaetory, the
Chief of Police shall endorse on such u~plication his disapproval and his
reasons for the same, and return the application to the City Clerk, who
shall notify the applicant thilt his upplication is disapproved and that no
permit will be issued.
Subdivision J. If ctS a result of such investigation, the character
and business responsibility of the applicant arc found to be satisfactory, ,
the Chief of Police 3hall cndor~c on the application hi& approval and ,
return the application to the City Clerk, who shall deliver to the applicant,:
his permit. Such permit shall contain the signature of the issuing officer

and shall show the name, address and photograph of.saidpermittee, the
class of permit bsued and the kil.ds of goods to be sold thereu.nder,thce
date of issuance and the length of time, 'not to eXceed' one year from date
of issuance that the same shall be operative, as well as the permit number
and other identif:ing description of any vehicle used in such
licensed business. Each peddle,. sOlicitor. or transient merchQ~t must
secure a personal permit. No permit shull be used at any time by any
person other than the one to whom it is issueli, The Clerk shall keep a
permanent record of all permits issued.

110.10 Duty of Police to Enforce. It shall be the duty of the
police of the City of Mounds View to require any person seen peddling,
soliciting or canvassing and who is not known by such officer to have

110.11p.ecords. The Chief of Police shall report to the CieYClerk
all convictions for violation of this chapter and the City Clerk shalL
maint"ina re"ord for each permit issued and record the reports of violatiQR
therein. .
110.12 Revocation of License. SUbdivision 1. Permits issued under
the provision ef the chapter may be revoked by the Council of the tity af
Mounds View aftnr notice and hearing, for any of the following causes:
1) Fraud, misrepresentation, or incorrect statement contained
in the application for permit;
2} Praud, misrepresentation or incorrect statement made in
the COurse of carrying on his bUSiness as SOliCitor,
canvasser, peddler, transient merchant, itinerant merchant
or itinerant vendor; , ,

3} Any violation of the chapter;
