"Peddler" means any person, whether a r:esident of the City of Mounds View or not, who go~s from house to house, from place to place, or from street to street, conveying or transporting goods, " .";'wares ,.'r merchandise or offering or exposing the sallie for sale, or making' . sales and delivering articles to purchasers. Subdivision 1. Upon r~ceipt of each application, it shall be referred to the Chief,.of Po1icet ~b~ shall immediately institute such investigation of the applleant's business 'and moral character as he deems necessary for thepr0tection of the public good and shall endorse the d.ppl~cation in theinahner'prescribetiin this section within 72 hours after it has been filed bythe'applicant with the Clerk. :, ; Subdivision 2. If;JS a result of such investiyation, the applicant's character or business responsibility is found to be unsatisfaetory, the Chief of Police shall endorse on such u~plication his disapproval and his reasons for the same, and return the application to the City Clerk, who shall notify the applicant thilt his upplication is disapproved and that no permit will be issued. Subdivision J. If ctS a result of such investigation, the character and business responsibility of the applicant arc found to be satisfactory, , the Chief of Police 3hall cndor~c on the application hi& approval and , return the application to the City Clerk, who shall deliver to the applicant,: his permit. Each peddle,. sOlicitor. or transient merchQ~t must secure a personal permit. The Chief of Police shall report to the CieYClerk all convictions for violation of this chapter and the City Clerk shalL maint"ina re"ord for each permit issued and record the reports of violatiQR therein. . 110.12 Revocation of License. SUbdivision 1.
