1.01 Purpose and Interpr~tation
(1) The City of Mounds View is presently undertaking. an
update of the Comprehensive Plan for the City including wetlands
control.
The City has received n draft Wetlands Ordinance entitled,
ItChapter 48, Wetlandslt, a wetlands inventory entitled, ItWet1ands
Resources or the City of Mounds View" and a Phosphorus Budget
showing the need for further consideration of the control of
wetlands in the City of Mounds View.
The City anticipates land use applications concerning: land '~.
development \.,;rhich could have a significant impact.on.the.City"s.' ,.:"":
Long Range Plan with regard to zoning and wetland pr~serv~tiori;. ":
,: - The City Council has det.ermined that a wetlands management study
is desii: ~ble in crder to evaluate the development and control of
private wetlands.
(2) Dev210pment in wetlands during this interim period
could be detrirn<:!ntal and contrary to the \.;etlands management..
study and ordinances now being considered.
1.02 Restrictions on the Development of Defined Wetlands
Pursuant to M. S, 462.355, Subd. 4, and to protect the '.
planning procesa and the health, safety and w~lfare ~f the citizens"
of the City. no rezoning, conditional or special use permits,
variances, plats, or subdivisions of private ldnds, or other
authority for n~~ or additional building development in the areas
described in 2.01 shall be permitted during the interim period.
2.01 Restricted Area of Interim Moratorium
Those portions of the City of Mounds View as shown on
exhibit A attached hereto and incorporated by reference in this
ordinance are hereby defined as the wetlands controlled herein.
2.02 Duration of Interim Moratorium
This ordinance shall be in.forcefor one year from its

If any section, subsection, sentence, clause or phrasePcif" .'...,p
this Ordinance is for any reason held to be invalid, such decision
shall not affect the validity of the remaining portions of this
Ordinance.
2.04 Effective Date
mhis ordinance takes effect on March 19, 1981.
