consist af nine (9) :nem,:>ers. Four (4) mcmbers shall be
appointed to said commission by the resolution or each City
Council. One 3.ppointee 0;: each council shall be a member of
the governin body, and one appointee of eaeh council shall
be a member of th~t City'S Park and Recreation commission.
The ninth member shall be selected by a majority vote of the
