(1) Bingo - a popular modern variation of "Keno" or "Lotto",
where each player has a cc'rd or boar.d ~ontaining five horizontal
rows all but the central one containing five figures, the
central row having four figures with the w0rd "free" marked in
the center thereof; any combination of five in a row whether
horizontal, vertical or otherwise when completed by a player
constitutes "bingo", and the celltral row either horizontal,
vertical, or 0therwise constitutes "bingo" ~en its four . .

fraternal or other association not organized for pecuniary. profit,
which has been in existence for at least three years, has ~t least

provided for shan-he in the form specifi,od by the Clerk-Administrator..
le~Te5' 107.06 Verificatjon. The application shall be verified
by a duly authorized officer,of the association and also by the
person charged by the association with conducting and supervising
said game; and both such applicants shall be responsible for the
proper ~onduct anj operation of the game and for compliance with the
provisions of all pertinent statutes, ordinances and regulations
of any governmental agency pertaining to the conduct of playing of
said game and the premises upon which the said game is conducted.
le=he6 107.07 Permit Fee.1!. The application shall be' submitted
together with the permit fees established by resolution of the City
Council for all dates of operation of proposed _"bingo" games for a
period of one year to the Clerk-Administrator for presentation to
the Council.

~9..9. 107.08 Information Required. The application ~halI
state the date or dates and the hours thereof for which permlsSlon
to play the game is requested, and the applicant association shall
not Conduct said game at any other time than the hours and date
or dates specified in the application.

application and the fees as herein provided, the Council shall,

i9=t-:99 107.10 Restrictions. No permit shall be issued.

no refund of the fees hereunder taxed shall be made.
i9=t-:ll l07.l2 Sole purpose. No such association shall rent,
lease, or occupy any property for the sole purpose of conducting
such ~aMe-el" bingo gameN or raffle or using ga~g devices.
iO~-:i~ 107.l3 Persons Conducting. Only memhers of the
applicant association shall be permitted to conduct the game bingo
games or raffle or use gambling devices and no perso'n shall'-:be paid,
or given any remuneration for conducting s~ch9affie bingo game or '
raffle or using gambling devices.

i9~-:i3 I07.l4 Change of Officers. If, subsequent to the
issuance of the permit there shall be a change of officers of the '

merchandise shall be offered or given, nor shall other inducements'
for ~ame participation be made by anyone.

i9=t-:i5 107.l6 Revocation. No permittee shall have a vested
right in any permit hereto, and such permit may be revoked in the
_event the permittee shall violate or cause to be violated any of
the provisions of this chapter, or of the statutes relat~ng to
ub~n~eU-~aMes bin90 and gambling devices, or of any state law,
ordinance, or regulation pertaining to the conduct of said game -
or to the pre:nises on which it shall be conducted, or in theeven.t' .- ,--

conducting of "bingo" games, raffles or operating gambling machines
shall not inure to the profit of any individual.

i9~~1=t 107.18 Books and Inspection. The permittee association
shall at all times keep prop~r books and records showing the gross
receipts from the operation of the said games, raffles or machines
and the net receipts thereof to the permittee-association, and all

other pertinent mltters related to the proceeds of and distribution
of receipts ~!!eM-!ta4:a-~a'l'l\e't and the permittee shall at all reasonable
times permit access by the Council and police officers to all such
books and records which shall be kept by the officers of the permittee
for a period of at least one year. In the event of an audit the
pennittee shall pay the reasonable expenses of such audit based on
the minimum per diem rates charged by a public accountant or certified
publir accountant.
i9+~~8 107.19 Penalty. Any person, firm, corporation, or
association guilty of any misrepresentation in an application for a
U~~ft~eu permit or otherwi~e violating or causing to be violated any
provision of this chapter shall be guilty ofa misdemeanor. ,(23, l88)
