107.01 Provisions of State Law Adopted. The provisionsiof
Minnesota Statutes, Section 349.11 through 349.23 relating to-the'
game of bingo and Section 349.26 through 349.39 relating to pad~le~, ,
whe~ls, tipboards, pull-tabs or ticket jars and lotteries are adopted'
and made a part of this chapter as if set out in full. In addition,
the regulations of this chapter shall apply to the conduct of bingo
and raffles and the use of such gambling devices within the City.:
107. 02 Permit Required. The game of "bingo", raffles,:

five horizontal rows all but the central one containing'
five figures, the central row having four figures with t~e

of five in a row whether horizontal, vertical or otherwise
when compleied by a player con~tltules "bingo", and the
central row either horizontal, vertical, or otherwise
constitutes "bingo" when its four numbers are announced
and covered. A wheel or other mechanical device may be
used by any person conducting the game of' "bingo", andari'y

- (3) Bingo occasion - A single gathering or session at which

107.05, Appl~cation Form. The application herein provided
for shall be ~n the form specified by and made to the Clerk- ,
Administrator and shall be sufficient to show that the applicant is
eligible for a-ricense-and' that the operations described confOrm to
the law and this chapter.
107.06 Verification. The application shall be verifi~d
by a duly authf)rized officer of the a!l!lee~8~ieft ~9'anizationsee~i~

operation of the game and for compliance with the provisions of all

premises upon which th~ said game is conducted. No person shall
make a false statement in an. application. copies cf each application
shall be referred to the Po:'';'ce Chief for his recommendation.:

107.09 Council Action.' After presentation of the applica-
tion and the fees as herein p'rovided, the Council shall, in its
discretion, either grant or deny the same within 180 days from the
date of application but shall not issue ~ license until at least
'30 days after the date of application.
107.l0Transfer., No permit issued under this <:hapter:shall
be transferred to any other organization. No suchoermitshall.be ,

Subdivision 2. Assistants. One or more checkers shall be
~ngaged for each bingo occasion. Checkers shall be active members
of the organization or spouses of active members. Checkers shall
record the number of car~~-purchased and playe~ in each game prior
to the completion of each game and record thu~rizesawarded to tfie
recorded cards. Each checker shall certify all figures wh~ch ~e
has recorded as accurate and correct to the best of'hiS knowledge.

conduct bingo on any leased premises without a written lease for a

Accounting and Reporting Requirements.
Subdivision 2. Accounts., Bingo gross receipts shall be , '
segregated_from other, revenues of-the licensee and placed in a separate

Subdivision 3. Preservation and Inspection of Records.
Records required by th~s chapter shall be preserved for three years
and shall be made available for public inspection and 1nvest1gat10n
at reasonable times and places. The Clerk-Administrator and police
department may investigate such records at any time.

complyi~g with the requirements of 107.12 and 107.15 if conducted
(a) in connection with the county fair conducted by the ~ounty
agricultural society or in connection with 3 civic celebrati0n
