35.04 Terms and Vacancies.

Members of the Commission shall serve three-year staggered
terms, with terms expiring September 30 of eachy~ar~All
appoin tmen ts are to be made each year attheffrst,regular
meeting of the Counci 1 in October. Both orig ina1' and' suc- "'::'
cessive appointees shall hold their offices until their
successors are appointed and qualified.
